During the watershed years of the 1960s, the country was ripe for serious reflection. In 1963, the federal government created the Royal Commission on Bilingualism and Biculturalism(the Laurendeau-Dunton Commission), which spent seven years taking an X-ray of Canadian society. NDHQ 97 is the largest accommodation project ever undertaken by the Department of National Defence or the government. It's more than just moving people from building to building. It's refitting buildings and general office space, using a new design concept called the universal footprint. It's adapting accommodation to re-engineered organizations. It's also purchasing and installing furniture best suited to a modern, dynamic organization. The headquarters will have a new look. In the four buildings... corridors will run along the windows. Offices will be clustered at the centre of each floor. Major traffic will flow outside work areas, not through them. People working in teams will have work areas designed for teams. Offices will have more natural light, better air conditioning and better ventilation. Some screens will have glazed windows to allow natural light to spill through. Each workstation will include large, well-lit work surfaces for computers and overall, will have more usable workspace. Plenty of storage space will be located above and below work surfaces. But employees will be encouraged to make the most of their space by storing information on diskette, rather than in filing cabinets. The look will be cleaner and less cluttered. license : A right or permission granted in accordance with law by a competent authority to engage in some business or occupation, to do some act, or to engage in some transaction which but for such license would be unlawful... The term "licence" is not invariably translated by the French "licence" although it is in most cases. The reason is that in English the term does not necessarily imply a business or occupation as does the French :"driver's licence" and "marriage licence" are examples of this. One must therefore be careful in translating "licence"--its usual French equivalent is "licence", but in some cases it can be "permis". An important characteristic distinguishing "licence" from "permit" is the fact that the former is not issued directly by the Government but rather by a competent authority or by local authorities, while any of the three groups mentioned can issue a permit. Also, the licence is usually granted for an extended period of time whereas the permit normally authorizes an act of short duration. For example, we say "driver's licence", but "learner's permit".
