On Friday, December 12, 2003, the Government announced the creation of the Canada Border Services Agency(CBSA), which is part of the Department of Public Safety and Emergency Preparedness. When the CBSA came into being, a number of employees from the Canada Customs and Revenue Agency(CCRA), Citizenship and Immigration Canada(CIC) and the Canadian Food Inspection Agency(CFIA) were transferred to the new agency.

The Canadian On-Farm Food Safety Program(COFFSP) is a partnership between the federal government and national producer organizations. It is funded through an Agriculture and Agri-Food Canada contribution from the Canadian Adaptation and Rural Development Fund and will be administered by the Canadian Federation of Agriculture. The COFFSP provides an opportunity for national commodity associations to develop the strategies and the necessary tools to educate producers and to initiate implementation of on-farm food safety initiatives consistent with the Hazard Analysis Critical Control Point definitions and principles established by the Codex Alimentarius Commission and with the Food Safety Enhancement Program being implemented by the Canadian Food Inspection Agency.

Le Programme canadien de salubrité des aliments à la ferme (PCSAF) est une initiative conjointe entre le gouvernement fédéral et les associations nationales des producteurs. Le PCSAF est l'occasion pour les associations nationales de producteurs d'élaborer des stratégies et de se doter des outils nécessaires pour informer les producteurs et instaurer des initiatives de salubrité des aliments à la ferme conformes aux définitions et aux principes du système d'analyse des risques et maîtrise des points critiques (ARMPC) établi par la Commission du Codex Alimentarius, ainsi qu'au Programme d'amélioration de la salubrité des aliments actuellement mis en œuvre par l'Agence canadienne d'inspection des aliments.

During the annual federal, provincial and territorial agriculture minister's meeting in Whitehorse in June 2001, the Canadian Food Inspection Agency was identified to lead a process, with provincial and territorial participation, to provide government recognition for industry-developed on-farm food safety programs. The On-Farm Food Safety Recognition Program is a key program in support of the "Food Safety and Food Quality" element of the Agricultural Policy Framework, formally announced by the Honourable Minister Lyle Vanclief in June, 2002. The On-Farm Food Safety Recognition Program is one part of a world-leading agricultural program, involving small-to-large-scale farmers and producers, the Canadian agriculture industry and all levels of government. The On-Farm Food Safety Recognition Program is a section of the Policy and Strategies Division of the Food Safety Directorate.

Le Programme de reconnaissance de la salubrité des aliments à la ferme relève de la Division des politiques et des stratégies de la Direction de la salubrité des aliments.

CFISIG(Canadian Food Inspection System Implementation Group) is also working to develop a comprehensive set of model regulations and codes of practice for each industry sector. The model standards guide each jurisdiction in molding its own laws and codes of practice. The model regulations are "outcome based" : that is, government specifies the required food safety outcomes which industry must, by law, achieve. To assist both government and industry in doing the job, the model regulations are supported by comprehensive codes of practice. The codes provide detailed explanations of ways and means in which the outcomes required by the regulations can be achieved.
