Computers for Schools(CFS) is a national, federal government-led program that operates in cooperation with all provinces and territories, the private and volunteer sectors. The program collects, repairs and refurbishes donated surplus computers from government and private sector sources and distributes them free to schools and libraries throughout Canada. CFS was co-founded in 1993 by Industry Canada and the Telephone Pioneers the largest industry-related volunteer organization in the world. Computers for Schools contributes to the government's Connecting Canadians initiative. Since its inception, CFS has provided more than 300 000 computers to schools and libraries in all provinces and territories. CFS now delivers in excess of 60 000 additional computers each year. In addition to coordinating computer donors and recipients, CFS oversees more than 55 repair and refurbishing centres throughout Canada, where surplus computers are cleaned, refurbished and prepared for delivery. Workshops are staffed by volunteers, including current and retired telecommunications professionals, and students. 2, record 11, English, - Computers%20for%20Schools%20Program

2, record 11, French, - Programme%20des%20ordinateurs%20pour%20les%20%C3%A9coles

Unemployment Insurance(UI) Surplus(Deficit) : The UI surplus(deficit) is the difference between premium revenues and program costs. Although there is a separate Account to keep track of the revenues and expenditures of the program, the activities of this Account are part of the government's financial statements. As a result, the annual activities of the UI program have a direct impact on the federal government's deficit. If annual premiums exceed UI program spending, the federal government's deficit goes down correspondingly. Conversely, if annual premiums are less than UI program spending, then the annual deficit in the Account increases the federal government's deficit. 2, record 38, French, - lois%20sur%20les%20pensions

A level of revenue set by the federal government in negotiation with the territorial government regarding a funding formula for the latter. If the territories do not receive the amount set, the federal government makes up the difference. If they receive more than expected, the surplus is returned to the federal government.(Definition confirmed by Mr. C. Even some experts do not realize how high America's surplus on current private account must be if we are to stay in healthy equilibrium with free long-term investment and are to carry on desired government operations abroad. Equilibrium might then require us to expand our exports of goods and services, in comparison with our imports, by enough to create a current private surplus of as much as $8 to $10 billion!(...) 1, record 41, English, - current%20private%20surplus

Until Vietnam, our government foreign-aid and military programs had not grown much in relative size; rather, it was more the case that, with the growth in private long-term investment, our surplus on current private account was no longer large enough to let our paid programs be as generous as they had been previously. 1, record 42, English, - current%20private%20account

In the last decade, basic disequilibrium in America's balance of payments became evident : our surplus on private current account simply was not large enough to offset(a) our substantial government defense and aid programs, and(b) the large volume of long-term foreign investment by American firms seeking the high profits offered in the miracle growth countries abroad. 1, record 43, English, - basic%20disequilibrium
