Once a park proposal is deemed feasible, [Parks Canada] negotiates the terms and conditions under which the creation or expansion will occur. A federal-provincial agreement is usually negotiated for a province to transfer administration and control of the land to the federal government for a new national park. In northern Canada, the process differs depending on the specific jurisdiction involved. Where the territory has jurisdiction over its public land, a federal-territorial agreement is usually negotiated. This is currently the case with [Yukon] and, pending finalization of devolution will soon be the case with the Northwest Territories.

A territory that entered the Canadian Confederation in 1898 as the "Yukon Territory", out of the District of Yukon created in 1895 in the Northwest Territories. Until 1999, the Yukon used to stand eleventh in the order of precedence established according to the year of entry into Confederation of the ten provinces, then of the territories, listed, by convention, before the Northwest Territories even if the latter entered Confederation 28 years before. It now stands twelfth, after the Northwest Territories and before Nunavut. On March 27, 2002, the name was changed to "Yukon" even if the status of territory remains.

The name of a territory and its form, spelling and abbreviation are to be decided by the provincial toponymy authority, with the agreement of the Government of Canada. One uses "Yukon"(or "territory of Yukon") for the geographical entity, "Yukon" for the provincial administration or as the short form, and "Yk. "as the abbreviation to be officially recognized by the toponymic authority, a change from the previous "Y. T. ".

Approved by ISO, the Canada Post two-character symbol is YT (or CA-YT), [to be changed to YK (or CA-YK) if a request to that extent is made and accepted]. This symbol is the same in all languages and must be used only in postal addresses and statistical charts where the identification of provinces and territories is restricted to two characters. A two-character territorial symbol must not be used instead of the abbreviation in a text or on a geographical map, a poster or a road sign.

The use of the definite article in English before "Yukon" is dependent upon how it is used in the context. If "Yukon" modifies another term, then the article is omitted. e.g. Yukon Indians comprise 25% of the population of the territory. If "Yukon" takes the inflected genitive (’s) , then the use of the article is optional. e.g. (the) Yukon’s wildlife resources; (the) Yukon’s native people. In every other case, the use of the definite article would be in keeping with common usage as it signals the absence of a generic geographic feature. Hence we say "the Mediterranean" (implied: Sea), "the Philippines" (implied: "Islands"). Currently, there is some debate as to the appropriateness of the definite article, all the more since "the Yukon" (implied: "territory") is seeking political parity with the other established "provinces" (statement of 1991). [Usage can thus tend to drop the article as is the case before the name of a province.]

A city of the Yukon Territory and its capital since 1953, located at kilometre 1476, just off the Alaska Highway. The city lies mainly on the western side of the Yukon River, nestled in a protected valley surrounded by Canyon Mountain(locally known as Grey Mountain) to the east, Haeckel Hill to the northwest and Golden Horn Mountain to the south. Located at the head of navigation on the Yukon River, Whitehorse grew significantly by becoming a temporary stopping point--past two major obstacles on the river, Miles Canyon and the Whitehorse Rapids--for prospectors heading for Dawson(then known as "Dawson City") during the Klondike Gold Rush Years(1897-1899). In 1900, with the completion of the White Pass and Yukon Route Railway from Skagway in Alaska, to Carcross and Whitehorse in the Yukon Territory, the community grew around the point where the railway and river met, on the western side of the Yukon River. After the gold rush, Whitehorse's population dropped, but with the help of navigation and aviation companies, the British Yukon Navigation Company building riverboats and operating them to Dawson until 1954, and the British Yukon Aviation Company transporting mail, freight and passengers, the economy was kept afloat. During World War II, Whitehorse played a significant role as a key link in the north-south transportation system, hosting the Americans and Canadians in charge of expanding the air link that was the Northwest Staging Route(a series of airfields across the Northwest), building the 2300-km Alaska Highway, or constructing the Canol Pipeline from Norman Wells, N. W. T., and an oil refinery at Whitehorse. In 1950, Whitehorse was incorporated as a city. In 1953, the territorial capital of the Yukon was moved from Dawson to Whitehorse, adding the government sector to an economy made of the mining(copper, silver and lead-zinc), tourist and oil industries. Though the mines shut down in Yukon and the White Pass and Yukon Route Railway ended its operations
