Occasionally, circumstances arise whereby an urgent expenditure becomes necessary at a time when Parliament is not in session, and there is no appropriation pursuant to which payment may be made. This could occur when Parliament is dissolved during a period of interim supply. Section 23 of the Financial Administration Act, which permits the appropriation, is applicable whenever Parliament is dissolved or when it has been adjourned either for an unspecified period or until a date more than two weeks after the date of the order directing that the warrant be issued. A Governor General' s Warrant is an appropriation for the fiscal year in which it is issued. The following conditions apply : 1. The warrant must be issued in the fiscal year in which the expenditures are required; 2. The unspent balance lapses at the year-end; 3. Unfeathering is accomplished by holding the feathering button in the OUT position for about 2s. The Ceremonial Guard, formerly known as the Public Duties Detachment, is a composite of attached companies from the Governor General' s Foot Guards(GGFG) Ottawa and The Canadian Grenadier Guards(CGG) Montreal, the Band of the Ceremonial Guard, and a Headquarters Company providing supply, transportation, training, administrative and medical support to the unit. The Ceremonial Guard was established by the Canadian Forces to plan and prepare and execute Public Duties in the Nation's Capital during the summer. State dinners and other official occasions at Rideau Hall offer many opportunities to showcase our nation's culinary excellence with the finest of Canadian ingredients and wines. Rideau Hall also houses the best of Canadian furniture and art continuing a tradition started by Pauline Vanier, the spouse of former Governor General Georges Vanier(1959-1967), who began "Canadianizing" a room of Rideau Hall known as the "Canadiana Room". Now this room has been renamed the "Pauline Vanier Room". The Pauline Vanier Room is a showcase of Canada's heritage in arts and crafts. The Governor General and guests of Rideau Hall often use it as a location for media interviews. Part of the original McKay house, the room has had several uses since 1838. For a time, it even served as gentlemen's smoking room. MacKay, elle a connu plusieurs vocations depuis 1838. Elle a même déjà servi de fumoir où se retiraient les hommes. Once a diesel engine is running, the engine speed is monitored and controlled through a governor. The governor ensures that the engine speed stays high enough to idle at the right speed and that the engine speed will not rise too high when full power is demanded. The governor is a simple mechanical device which first appeared on steam engines.... The governor consists of a rotating shaft, which is driven by the diesel engine. A pair of flyweights are linked to the shaft and they rotate as it rotates. The centrifugal force caused by the rotation causes the weights to be thrown outwards as the speed of the shaft rises. If the speed falls the weights move inwards. The flyweights are linked to a collar fitted around the shaft by a pair of arms. As the weights move out, so the collar rises on the shaft. If the weights move inwards, the collar moves down the shaft.
