UNMIH was established in September 1993 to help implement provisions of the Governors Island Agreement of 3 July 1993. The mandate was later revised to enable the Mission to assist the democratic Government to sustain a stable environment, professionalize the armed forces and create a separate police force, and establish an environment conductive to free and fair elections.

On July 3, 1993, President Aristide and General Cedras reached an agreement on the Haitian crisis. Under the Governors Island Agreement, President Aristide was to return to Haiti by October 30, 1993, and the leadership for the Haitian police and military were to retire. The Agreement also called for the assistance of the United Nations to assist in modernizing the armed forces and establishing a new police force in Haiti.
