UNMIH was established in September 1993 to help implement provisions of the Governors Island Agreement of 3 July 1993. On July 3, 1993, President Aristide and General Cedras reached an agreement on the Haitian crisis. Under the Governors Island Agreement, President Aristide was to return to Haiti by October 30, 1993, and the leadership for the Haitian police and military were to retire.
