The Vancouver Rail Task Force(VRTF) was established in 1977, under the auspices of WESTAC(Western Transportation Advisory Council), when the Government of British Columbia, the British Columbia Railway, and the VJCRU recommended at the Vancouver hearings of the Grain Handling and Transportation Commission, that a Task Force be established to improve the rail transportation system in the Vancouver Area. It lasted until 1982. Its objective was "to increase the reliability, speed, efficiency and safety of rail car movement through the Vancouver Terminal Area. "To do this, there was a project team created consisting of the Chairman, from WESTAC, a senior representative of railroad management, a senior representative of railroad labour, and one senior representative of the Federal Government.

It is costly to move grain. In an average year, grain handling and transportation services in Canada may cost more than $445 million. Because of the high cost, and the need to ensure that Canada's producers receive the maximum amount of money possible for their grain, governments have played a major role in determining the cost of moving Canadian grain. Rail tariffs are established by legislation : maximum primary, terminal and transfer elevator tariffs are set by a government agency, the Canadian Grain Commission.

... The Canadian Wheat Board controls grain deliveries to primary elevators, and in conjunction with the Grain Transportation Authority, the movement of grain from primary to terminal elevators. Once delivered to the terminal or transfer elevators, each carlot is grades by the Inspection Division and weighed by the Weighing Division of the Commission. Statistics on movement, handling and storage of grain are compiled and published regularly by the Economics and Statistics Division of the Commission.
