In establishing a feasible train operation on a train run, the "spotting capacity" on each primary elevator at each loading point being assigned rail cars must be considered. Spotting capacity is the number of empty cars that can be placed for loading at an elevator without either the empty or subsequently loaded cars interfering with the loading operation at an adjacent facility. Allocating shipping orders in excess of spotting capacity results in a shortfall in a loading plan and a temporary under-supply of grain at an export point.

The network of 48 shipping areas or blocks into which the grain producing area of western Canada is divided. Each block represents a train run or railway subdivision or a group of such subdivisions on which are situated a number of shipping points within a fairly homogeneous production area. The shipping blocks are the units within which the Canadian Wheat Board allocates shipping orders among the companies operating elevators within the block. The elevator companies assign the orders to their elevator managers within each block, and this assignment governs the spotting of cars at the elevators for the loading of grain authorized by the shipping orders.

NSG, a processor and shipper of bulk peas, has two active facilities-one at Melfort, Saskatchewan, where there is capacity for 18 grain cars to be delivered at one time, and another at Star City, Saskatchewan, which has the capability to receive 10 grain cars per delivery. NSG also occasionally ships from its non-operational plant at Whittome, Saskatchewan, which has a spotting capacity of 4 cars. At each of these facilities, CN is the sole railway company providing service.
