Any paid communication with a public office holder on behalf of a client or employer, including consultations in respect of the development of any legislative proposal, the introduction of a bill or resolution, the making or amendment of a regulation, policy or program, or the awarding of a grant, contribution, tax credit, other financial benefit or of a contract(in the case of a consultant lobbyist), is considered a lobbying activity for which a registration may be required.
