South Africa had controlled Namibia, which it called Southwest Africa, since defeating the German colonizers during the First World War. Starting in the early 1970s, a low-level guerrilla war had been waged against the South Africans by the Southwest Africa People's Organization(SWAPO). In 1988, South Africa had decided to grant the territory its independence, and the UN prepared to oversee the transition process. The United Nations Transition Assistance Group(UNTAG) involved approximately 4, 500 military and civilian observers from over 50 of the UN member countries. The purpose of UNTAG was to conduct a year-long preparation for the country's independence elections, and then monitor those elections in November 1989. When independence was proclaimed in March 1990, UNTAG ceased operations.

L'Afrique du Sud contrôlait la Namibie, que l'on appelait alors le Sud-Ouest africain, depuis la défaite des colons allemands lors de la Première Guerre mondiale. À compter du début des années 1970, une guérilla de faible intensité était menée contre les Sud-Africains par la SWAPO (South West Africa People's Organization). En 1988, l'Afrique du Sud a décidé d'accorder l'indépendance à ce territoire, et l'ONU s'est préparée à superviser le processus de transition. Le Groupe d'assistance des Nations Unies pour la période de transition (GANUPT) faisait intervenir quelque 4 500 observateurs militaires et civils représentant plus de 50 pays membres de l'ONU. Le mandat du GANUPT était de procéder pendant un an aux préparatifs nécessaires aux élections qui aboutiraient à l'indépendance du pays, puis de surveiller le déroulement de ces élections, en novembre 1989. Lorsque l'indépendance a été proclamée, en mars 1990, le GANUPT s'est retiré.

The building of houses on vacant lots in already developed or built-up areas of a city.

CONT

La grange : In-Fill Housing Program. A group of La Grange residents, in cooperation with the Village and several local lending institutions, set up this program to help moderate and low income families build houses on vacant lots on the East side. With funds from a Community Development Block Grant, the Village purchased the vacant lots and provided down payment and legal assistance. The new houses have stopped the spread of blight on the East side and brought once-vacant lots back onto the tax rolls.

Developed by California Sea Grant researchers, a unique class of marine compounds generated $686, 000 in royalties last year and over a million dollars to date, placing them among the university's top ten royalty-producing inventions. The compounds, a closely related group called pseudopterosins, are extracted from a creature called the Caribbean sea whip. They have been licensed to two companies for very different purposes. For medical use as anti-inflammatory drugs, pseudopterosins have been licensed to a small pharmaceutical firm. The company has completed preclinical tests of one pseudopterosin, a potent topical anti-inflammatory compound, and filed an investigational new drug application with the U. S. Food and Drug Administration. It is expected that clinical trials on human subjects will focus on the drug's potential as therapy for irritant contact dermatitis.
