During the watershed years of the 1960s, the country was ripe for serious reflection. In 1963, the federal government created the Royal Commission on Bilingualism and Biculturalism(the Laurendeau-Dunton Commission), which spent seven years taking an X-ray of Canadian society. Its first finding was that the country was in the "central crisis of its history" and that, to resolve this, it would have to grant everyone the right to an education in his or her own official language; make the federal public service bilingual, and recognize the distinctive character of Quebec. The Medical Council of Canada was the dream of Sir Thomas Roddick, who pursued his vision of a national medical licensing standard within Canada, through legislation, for over 18 years. His persistence in passing a bill through Parliament known as the Canada Medical Act, followed by amendments that gave the provinces the power to grant licenses, resulted in the formation of the Medical Council of Canada in 1912. Since then, the Medical Council has been responsible for promoting a uniform standard of qualifiation to practice medicine for all physicians across Canada. The qualifitcation, known as the Licentiate of the Medical Council of Canada(LMCC), remains acceptable to provincial medical regulatory authorities.
