During the watershed years of the 1960s, the country was ripe for serious reflection. In 1963, the federal government created the Royal Commission on Bilingualism and Biculturalism(the Laurendeau-Dunton Commission), which spent seven years taking an X-ray of Canadian society. Its first finding was that the country was in the "central crisis of its history" and that, to resolve this, it would have to grant everyone the right to an education in his or her own official language; make the federal public service bilingual, and recognize the distinctive character of Quebec. Quebec was beginning to demand greater recognition of its majority language and culture.

On the insistence of Great Britain and, subsequently, the United States of America, this exception to the rule of non-intervention has been accepted in State practice since the last century. If revolutionaries have shown a certains taking power in more than a purely local area, other States may grant them recognition as insurgents or belligerents. The difference between these two forms of limited recognition is one of degree. In recognising revolutionaries as insurgents, the intention is to refrain from recognising any right to wage war on, or above, the high seas. It is also likely to be the intention of the recognising State to refuse to grant extraterritorial validity to acts of such insurgent authorities.

A state may grant a right of exclusive use over a part of its territory to another state, retaining sovereignty, but conceding the enjoyment of the liberties of the territorial sovereign. Such a grant may be described as a "lease"... these grants do constitute privileges, and in principle their incidence depends on the consent of the territorial sovereign. In most cases where military and naval bases have been established by agreement the result is more akin to a contractual licence than it is to an interest in land in the English sense.

Another country in which the system of capitulations was of special interest was Egypt, which continued to grant capitulations to foreigners even after is ceased to be part of the Ottoman empire. In 1875, however, mixed courts were set up to decide civil and commercial cases between Egyptians and foreigners and between foreigners of different nationalities. Three district courts were established, at Cairo, Alexandria and E1 Mansura, each with one Egyptian and ten foreign judges, at Alexandria. Modifications introduced in 1889 and 1911 gave the court of appeals the right to approve legislation to be applied to foreigners.

A nonexclusive license gives to a party the right to make and/or use and/or sell; however, the patent owner retains the right to practice the invention and to grant licences to any number of other parties. The nonexclusive license is merely an assurance that patent owner will not charge the licensee with infringement for any conduct that would otherwise be an infringement. If the patent owner does not sue others who are infringing the patent, the nonexclusive licensee has no right to enforce the patent against such infringers without the consent of the patent owner.
