CONT

The effect of a government subsidy is to lower the final price of a product or service, which is why subsidies can become an international trade issue. The most common examples are direct payments by government to industry to help finance a large-scale project such as a major oil project, to help fund the costs of developing a new technology, to investigate foreign markets, or to locate an activity in a slow-growth region of the country. Subsidies can consist of grants, low-interest loans, or tax incentives.

The subsidy may be direct (e.g., a cash grant) or indirect (e.g., low-interest export credits guaranteed by a government agency).

Viability gap funding is a scheme of the Government of India for providing financial support to public-private partnerships in infrastructure. A grant, one-time or deferred, is provided under this scheme with the objective of making projects commercially viable. Viability gap funding can take various forms including capital grants, subordinated loans, operation and maintenance support grants, and interest subsidies. A mix of capital and revenue support may also be considered.

(a) Project means the whole of an action, which has a potential for resulting in a physical change in the environment, directly or ultimately, that is any of the following :(1) An activity directly undertaken by any public agency including, but not limited to, public works construction and related activities, clearing or grading of land, improvements to existing public structures, enactment and amendment of zoning ordinances, and the adoption and amendment of local General Plans or elements thereof pursuant to Government Code Sections 65100-65700.(2) An activity undertaken by a person which is supported in whole or in part through public agency contracts, grants, subsidies, loans, or other forms of assistance from one or more public agencies.(3) An activity involving the issuance to a person of a lease, permit, license, certificate, or other entitlement for use by one or more public agencies....(c) The term "project" refers to the activity which is being approved and which may be subject to several discretionary approvals by governmental agencies. The term "project" does not mean each separate governmental approval.

Examination of the published accounts of Crown corporations reveals :(...) most corporations which receive deficit subsidies reflect them in their financial statements, but deficit subsidies paid by government to one corporation are not reflected in its published financial statements. The expenses related to the subsidy are excluded as is the subsidy. Several corporations receive special operating grants or subsidies, other than deficit subsidies, but the disclosure of them is not consistent.
