The Great Lakes Commission was created by the Great Lakes states as a vehicle for the coordinated management of the waters and related natural resources of the Great Lakes basin. The Commission was established in 1955 by the Great Lakes Basin Compact, is founded in state and U. S. federal law, and includes the Canadian provinces of Ontario and Québec as associate members. The Commission has a mandate to assist its members in the development and coordination of regional policy, and to advocate for legislation and policies to address Great Lakes issues. ECCAS was established on 18 October 1983 by the UDEAC members and the members of the Economic Community of the Great Lakes States(CEPGL)(Burundi, Rwanda and the then Zaire) as well as Sao Tome and Principe. ECCAS began operations in 1985, but has been inactive since 1992, mainly due to the non-payment of membership fees by the member states. ECCAS aims to promote regional economic co-operation and establish a Central African Common Market.
