Físicamente puede consistir en una hoja que se agrega a los documentos o en un sello especial que la autoridad competente estampa sobre una copia del original expedido por algún organismo oficial nacional. Esta certificación proviene del Convenio de La Haya del 5 de octubre de 1961, para la Abolición del Requisito de la Legalización para los Documentos Públicos Extranjeros. La apostilla sólo presenta validez entre los países firmantes de este tratado, por lo que si el país donde se necesita utilizar el documento no pertenece a él, entonces será necesaria la legalización diplomática.

The Inter-Country Adoption Board(ICAB) is mandated by law(Inter-country Adoption Law of 1995 or Republic Act 8043) to be the Central Authority on matters relating to the foreign adoption placement of Filipino children to applicants who are either former Filipinos or foreigners permanently residing abroad. The Intercountry Adoption(ICA) Law stipulates certain eligibility requirements for adoptive applicants intending to adopt a Filipino child who may either be a relative or non-relative. It was transferred, along with other children’s social policy initiatives, to Human Resources Development Canada in the mid-1990’s when it was created. Social Development Canada (SDC) is the lead federal department on intercountry adoption.

In former times International Law empowered States when war was impending, or at its outbreak, to lay an embargo upon all enemy merchantmen in their harbours in order to confiscate them. Further, enemy merchantmen at sea could at the outbreak of war be captured and confiscated, although they did not even know of the outbreak of war. As regards enemy merchantmen in the harbours of the belligerents, it became, from 1854, during the Crimean War, a usage followed by some countries that no embargo should be laid on them for the purpose of confiscating them, and that a reasonable time, so-called days of grace, should be granted them to depart unmolested; but no rule was in existence until the Second Hague Conference of 1907, which produced a Convention(VI.) "relative to the Status of Enemy Merchant-ships at the Outbreak of hostilities».

Art. 12 of Hague Convention No. XIII concerning the Rights and Duties of Neutral Powers in Naval Warfare provides :"In default of special provision to the contrary in the legislation of a neutral Power, belligerent warships are forbidden to remain in the ports, roadsteads, or territorial waters of the said Power for more than twenty-four hours, except in the cases covered by the present convention". The reason for the rule is presumably that a belligerent armed vessel should not be permitted to remain in a neutral port longer than is absolutely necessary for the procurement of innocent supplies or the making of repairs to insure seaworthiness.

Ruse of War or Strategems. Art. 24 of the Hague Regulations respecting the Laws, and Custom of War on Land provides :"Ruses of War and the employment of methods necessary for obtaining information about the enemy and the country are considered lawful, "but Art. 44 says, "A belligerent is forbidden to force the population of occupied territory to give information about the army of the other belligerent, or about his means of defense. "Under Art. 23(f) it is forbidden "to make improper use of a flag of truce, of the national flag, or of military insignia and uniform of the enemy, as also the distinctive signs of the Geneva Convention. "However, there is some controversy as to what constitutes "improper use" of the enemy's flag or uniform. While stratagems are allowed, perfidy is prohibited.

In the nineteenth century the standard of civilization was explicitly asserted in the text of conventions-first, in the Declaration of St. Petersburg, which refers to the "laws of humanity", then in the final Protocol of the Brussels Conference of 1874, and later in the famous de Martens clause included in the preambles to Hague Convention II of 1899 and Hague Convention IV of 1907. Resolution 1653(XVI) of the United Nations General Assembly, of 24 November 1961, on illegality of the use of nuclear weapons incorporates the sense of these declarations; according to its text, "the laws of humanity" prohibit causing unnecessary human suffering as well as indiscriminate suffering and destruction.

Art. 1 of Convention(III) Relative to the Opening of Hostilities of the Hague Conference of 1907 provides that the hostilities between the contracting powers "must not commence without previous and explicit warning, in the form either of a reasoned declaration of war or of an ultimatum with conditional declaration of war". Moreover, under Art. 2, the existence of a state of war must be notified to neutral powers without delay, and would not take effect in regard to them until so notified, unless it were clearly shown that they were in fact aware of the existence of war. In the absence of such a declaration the legal effects of the war date from the commencement of hostilities if these are an expression of hostile intent. Although in that case the failure to make a declaration would constitute a breach of International Law.

Three different kinds of hospital ships are dealt with in The Hague Convention. The first class relates to military hospital ships, i. e., ships constructed or adapted by a belligerent State specially and solely with a view to assisting the wounded, sick and shipwrecked, and the names of which are to be communicated to the other belligerent Powers at the commencement, or during the course, of hostilities, and in any case before they are employed. Such ships are to be respected and cannot be captured during the continuance of hostilities.

At the Hague Conference of 1907 an attempt was made to establish a special universal court for the settlement of prize cases, the International Prize Court which was to be an international court of appeal superior to national prize courts. The subject was agreed on by the Conference in its 12th convention but the convention was never ratified.
