What does benefit, harm and uncertainty mean? The regulation of consumer health products is based on the principle that the product's benefit must exceed any potential harm, with a reasonable degree of certainty. Benefit may be defined as any intended useful, positive effect obtained, whereas harm is any unintended effect that may cause injury or diminish human health in any way. Benefit and harm are not absolute, and Health Canada recognizes that uncertainties exist with respect to both the benefit and harm that may result from being exposed to a food or health product. 2, record 1, English, - benefit%2Dharm%2Duncertainty

2, record 8, French, - biotechnologie%20animale

The U.S. Environmental Protection Agency (EPA) is about to approve the first registration of a genetically engineered pesticidal plant -- a potato that produces a Bt toxin. Plants engineered to contain new pesticides pose risks. Transgenic pesticide-producing plants, particularly when they are grown at commercial scale and consumed in large quantities, present risks to both the environment and human health. The ecological risks include : i) that the pesticidal plant will become a weed or harm nontarget organisms; ii) that the flow of pesticidal genes to wild relatives will produce new weeds or alter centers of crop diversity; and iii) that new viruses may emerge. 3, record 13, English, - pesticidal%20plant
