... using input-based measures for measuring [fishing] overcapacity is very complicated. It is because these measures involve not only the vessel used to harvest fish, but also other factors, such as labour, capital and fish stocks. Furthermore, seasonality and fluctuation of stocks, the condition of multi-species and multi-gear fisheries can increase the complexity when determining the optimal mix of inputs needed in producing a desired output level.

The "unit of certification" is the fishery for which ecolabelling certification is called for. The certification could encompass : the whole fishery, where a fishery refers to the activity of one particular gear-type or method leading to the harvest of one or more species; a sub-component of a fishery, for example a national fleet fishing a shared stock; or several fisheries operating on the same resources.

Since 1996 the green sea urchin commercial fishery has been restricted to areas with a known catch history. To encourage the development of this fishery in a scientifically based manner, Fisheries and Oceans, in consultation with the West Coast Green Sea Urchin Association, have developed an exploratory fishing protocol. Demersal fisheries use a wide variety of fishing methods to catch fish and shellfish on or close to the sea bed. Demersal fisheries are defined by the type of fishing activity, the gear used and the varieties of fish and shellfish [that] are caught. The identification of stock structure is a necessary step for the effective management of multistock fisheries. As stocks are reproductively isolated from other members of the population, disregard of individual stock dynamics may alter genetic diversity of a population if one or more stocks are lost due to overexploitation or other causes... The knowledge of individual stock dynamics allows managers to assess fish population stability and set sustainable harvest limits. Monitoring inidividual stock dynamics within a population provides the opportunity to assess differential survival and contribution to the fishery. Once stock structure is uncovered, patterns in stock contribution can be managed by setting up measures to enhance or sustain stocks when annual production is lower than desired.

The substantial genetic correlation of size and timing of return that we observe... could have consequences for harvest management. Alexandersdottir(1987) reviewed evidence that selection with respect to timing has had detrimental effects on pink salmon productivity in some fisheries. A central objective of population ecology is to understand how populations are spatially structured. An informative way of looking at this is to describe how species abundance varies temporally and spatially and then to identify the mechanisms that can cause synchrony. ... Two principal mechanisms have been identified as the possible cause of spatial synchrony. First, dispersal between spatially structured populations ... and second, the correlated effect of density independent factors that synchronise populations with the same density dependent structure ...
