Wide-flange beams and columns were developed soon after World War I in Luxembourg. These have wider and thicker flanges than normal sections and the flanges are of uniform thickness, making the connections, splices, fixings, and joints much simpler and cleaner. In the U. Another very clever way-out was pioneered by the blind physicist Plateau already in the XIX century : the isodense tank(Plateau tank) with an immiscible liquid to balance the(high) hydrostatic gradient. But on both cases(millimetric-size liquid bridges and Plateau simulation) the mechanical behaviour(statics and dynamics) of liquid bridges is difficult to investigate under ground conditions because both techniques make experimentation difficult, imprecise and can mask effects only measurable under reduced gravity conditions. Part of the harm reduction programs initiated for drug users(for example, in Europe, for heroin addicts). Doctors in community health centres prescribe heroin, for example, to users to enable them to stay on heroin(thereby preventing withdrawal symptoms) and to get safe heroin. Advantages of these programs : keep users off the streets, maintains contact with physicians, less risk of HIV, make support available when users are ready to go off drug, undercut underground drug trade, reduce crime related to drug trade. The methadone maintenance programs are another example of harm reduction programs. They eliminate the need for needles because methadone is taken by mouth. These programs were pioneered in the city of Merseyside, England, and have been adopted in various European cities, but not yet in Canada.
