The Montreal Council of Social Agencies(MCSA), a co-ordinating organization for English-speaking, non-Roman Catholic social agencies, was formed in 1921 by John Howard Toynbee Falk, head of McGill' s Department of Social Studies, later the McGill University School of Social Workers. Although details of the organization of the MCSA have been modified over the years, the basic structure remained constant : a Board of Directors, elected from the member agencies, directed the MCSA through administrative standing committees and, more importantly, set up numerous special committees to study specific social problems under the aegis of area advisory groups for health, aging, urban renewal, recreation, etc. The overwhelming emphasis of the MCSA on planning and research reflects its role as animator, information exchange and coordinator of a great variety of social agencies and groups, from major hospitals and fund-raising organizations to church groups and boys’ clubs. In 1968, the MCSA merged with its French homologue, the Conseil de Développement Social du Montréal métropolitain.

Once your have reached full standing position, slowly lower the weight back toward the floor.

Avalanche risk is the probability or chance of harm resulting from interactions between avalanche hazard and a specific element at risk. Avalanche risk is determined by the exposure of that element, and its vulnerability to the avalanche hazard. Avalanche risk is a function of hazard, vulnerability and exposure.

Exposure is about where, and for how long the element at risk is positioned in the terrain. For backcountry travel, the exposure component of risk is the single most important consideration for controlling risk. This is because a person is capable of having complete control over where and when they travel, and is therefore charged with absolute responsibility for his or her own risk. Even during periods of high avalanche hazard, a simple reduction in exposure will reduce the risk.

Vulnerability is a concept that expresses susceptibility to the impacts of avalanche hazard, and it must relate to a specific element at risk. An old growth tree and a person standing side by side will have very different vulnerabilities to the hazard; therefore, while the hazard may be the same, the risk to each of them will be different. The person may be susceptible to Size 2 avalanches, whereas the tree might be susceptible to only a Size 4 – thus, the person has a higher vulnerability and subsequently higher risk.

... groundwater pumping will continue to be conducted in an environmentally conservative manner as was done during the 1990-91 and 1991-92 runoff years until there has been a substantial recovery in soil moisture and water table conditions in areas of Types B, C, and D vegetation that have been affected by groundwater pumping. The Standing Committee will establish annual pumping programs based on an evaluation of current conditions, including soil moisture level, water table depth, degree of water table recovery, soil type, vegetation conditions, the results of studies pertaining to vegetation recovery, and compliance with the goals of the Agreement.

The plant communities that we monitor require periodic connection to the groundwater for long-term survival and recovery from drought. Unfortunately, the on/off status often is not an accurate indicator of whether groundwater is reaching the plant root zone, but the rise of water above the water table due to capillarity is detected easily by the monitoring. Using the soil water and groundwater data, we determine which monitoring sites are connected with the water table and which still need water table recovery.
