In December of 1994, the Tropical Atmosphere Ocean(TAO) Array was completed. The TAO Array is a series of about seventy buoys carefully placed in the tropical Pacific Ocean. Each buoy has special equipment that records information about the water and the air above the water. All of the buoys work together, forming an array, to give scientists a big picture of climate conditions in the area. The buoys send their data to scientists everyday by way of weather satellites that orbit Earth. Since 1994, scientists have been able to watchthe water and the air for signs of El Niño. En janvier 1985, sous les auspices du CIUS, de l'OMM et de la Commission océanographique intergouvernementale (COI) de l'UNESCO, le Programme TOGA sur les océans tropicaux et l'atmosphère globale réunissant les représentants de 18 nations s'est lancé dans un projet décennal d'observations. Au cœur du projet figurait l'amarrage de quelque 70 bouées fixes constituant le Réseau océan-atmosphère pour l'observation dans les mers tropicales (TAO) - disséminées dans le Pacifique équatorial. Ces bouées envoient en permanence par satellite des relevés en temps réel concernant la température des eaux à la surface, la force des vents de surface et le taux de salinité aux centres de recherche qui les utilisent, pour élaborer des modèles climatiques aux fins des prévisions météorologiques. The ICBL was launched in October 1992 by a group of six non-governmental organizations : Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines(ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. The main reasons for the ICBL' s decision were that cluster munitions inevitably end up leaving behind large numbers of unexploded ’duds’ which behave essentially like antipersonnel mines; that many ICBL members had been already working extensively on cluster munitions; and that international efforts to achieve a global ban on cluster munitions were at a crucial point, a point where the ICBL could have a meaningful impact. 1, record 7, English, - International%20Campaign%20to%20Ban%20Landmines

Au travers du rapport annuel de l'Observatoire des mines, nous contrôlons et évaluons la réponse apportée par la communauté internationale au problème global des mines et des restes explosifs de guerre. Nous plaidons pour : L'adhésion universelle au Traité d'interdiction des mines et à la Convention sur les armes à sous-munitions; La mise en œuvre complète et le monitoring de ces deux traités; Le financement adéquat du déminage humanitaire et des programmes de sensibilisation aux risques, ainsi qu'une efficacité accrue dans ces domaines; L'assistance aux survivants, à leurs familles et leurs communautés et ce, de manière significative et durable. Nos activités : Nous participons et contribuons de manière experte aux mécanismes du Traité tels que les Réunions des États parties et les Réunions intersessionnelles des Comités Permanents. Nous nous prononçons contre et condamnons l'utilisation des mines et des armes à sous-munitions et appelons les États non parties à adhérer aux traités. Afin de garder les problématiques des mines et des armes à sous-munitions au plus haut à l'agenda des gouvernements, nous entreprenons des actions auprès des médias, du grand public et entretenons des contacts directs avec les gouvernements. A rival to LEDs in many applications, LCDs are particularly popular in the watchdisplay market. The name of these devices describes their composition-LCDs have a liquid crystal material sandwiched between two glass plates separated by about 12 um. The glass plates are sealed around their perimeter. The image appears between two layers of conductive material, one etched on the surface of each glass plate. In operation, a voltage is applied between the two layers of conductive material which changes the molecular orientation of the liquid crystal material. The light passing through the display is thus scattered or reflected in nonequal manner where the voltage has been applied. LCDs emit no light, but can use either reflected or transmitted light to form the display.
