The Global Omnibus Environmental Survey(GOES) initiative has evolved out of recommendations of two HDP Working Groups : the Perception and Assessment of Global Environmental Change group and the Survey Research Data group. Essentially, the purpose of GOES is to develop and administer a survey form for gathering baseline data worldwide on environmental knowledge, attitudes, and behaviours. Periodic re-surveys would provide for regular monitoring of peoples’ understanding of global environmental change and activities related to it.

The International Human Dimensions Programme on Global Environmental Change(IHDP) was initially launched in 1990 by the International Social Science Council(ISSC) as the Human Dimensions Programme(HDP). In February 1996, the International Council for Sciences(ICS) joined the ISSC as co-sponsor of the programme. At this time the name of the programme was changed to IHDP, and the secretariat was moved to Bonn, Germany.
