... using input-based measures for measuring [fishing] overcapacity is very complicated. It is because these measures involve not only the vessel used to harvest fish, but also other factors, such as labour, capital and fish stocks. Furthermore, seasonality and fluctuation of stocks, the condition of multi-species and multi-gear fisheries can increase the complexity when determining the optimal mix of inputs needed in producing a desired output level. 1, record 2, English, - input%2Dbased%20capacity%20measure

Mothballing is the process of stabilizing a facility so that no damage occurs to the facility should it make sense at a later time to incur the capital expenditures associated with continuing to operate, extending the life, or repowering the facility. Typically, a decision to mothball a facility might be made as a hedge against, or in anticipation of, changes in market conditions; i. e., increases in relative fuel prices, or an increase in the value of installed capacity.... Typical activities involved in mothballing a facility might include the following types of activities intended to preserve existing equipment :-’Racking Out’ or removal and storage of motor control center circuit breakers or 'switchgear’(this would also be done for a facility that has been retired and is scheduled for dismantling)-Placing a heat source or desiccants in the furnace to maintain a temperature above the dew point(at which condensation collects and corrodes the boiler structures.)-The application of grease or other coatings to reduce corrosion of components such as pumps and motors.-The installation of an air desiccant system to blow dry air through the steam turbine, condenser, boiler tubes and pipes. 2, record 13, English, - mothballing

Because of significant advantages, the kraft process has become established as the world's dominant pulping method. Nonetheless, the process also has some severe shortcomings.... Two add-on technologies date from pre-1970, the polysulfide process(used commercially on a limited basis) and the H2S pretreatment process(demonstrated at the pilot plant level). Both methods are successful in providing significant increases in pulp yield, up to 7 % on dry wood. Unfortunately, both methods are associated with increased concentration of sulfur in the chemical cycle, which exacerbates the odor problem. Additionally, both methods require further processing steps that increase the capital and operating costs of the pulp mill. 1, record 22, English, - H2S%20pretreatment

2, record 22, French, - pr%C3%A9traitement%20au%20H2S

In 1992-1993, a group of senior officials in Canadian federal departments created a collaborative forum called the Council on Administration. Because the member departments and agencies co-tenanted a large government office complex(Les Terrasses de la Chaudière(TLC) 1, located in Hull, within the National Capital Region) the founders of the Council saw potential for achieving these goals through the power of collective action... Since this innovative change process was launched in 1992, LSSS initiatives have led to the elimination of duplication; improved productivity and savings; sharing of innovative ideas, expertise and best practices; and development of models for use by other departments and agencies in the NRC and other regions... 3, record 24, English, - Locally%20Shared%20Support%20Services

As a former gunnery officer, Fisher revolutionized battleship design with the first all-big-gun ship, the HMS Dreadnought. Fisher was a firm believer in two things, the first being that speed was as good a form of protection as armor. His second belief was in the overwhelming power of large-caliber naval guns, and he firmly held that a single, devastating hit would decide most capital ship engagements. These two premises led to the development of the battlecruiser and to the rapid increase in gun sizes with each generation of ships. Envisioned as a sort of "super armored cruiser, "the type was designed to scout for the battlefleet without fear from enemy cruisers, yet was fast enough to escape an enemy battleship. They were to be capable of running down any existing cruiser and destroying it, thus protecting British supply lines to her overseas empire. 2, record 27, English, - super%2Darmoured%20cruiser

The Working Group on Cultural Heritage, chaired by Mexico, looks at both tangible and intangible heritage. The role of cultural heritage within the larger cultural and social agenda has been acknowledged by many international organizations. Cultural heritage can be loosely defined as an aspect of cultural diversity, a touchstone of identify, a source of income and employment, and a form of cultural capital. The effective management of cultural heritage can help to reduce poverty, promote social inclusion, and increase civic participation. Intangible heritage, defined as a combination of knowledge systems, customs, traditions and symbols manifested in languages, music, dance and performing arts, festivals, rituals and legends, is of particular interest to INCP member countries. 1, record 30, English, - Working%20Group%20on%20Cultural%20Heritage

The "buying hedge" protects against price increases. Suppose an exporter sells a cargo of grain for delivery in six months. If the exporter buys the grain upon receipt of the order, to ensure a supply at a known price, capital would be tied up and storage, insurance and interest costs incurred. If [he] waits until the delivery date to buy the grain, there is the risk of a price increase. However, by buying a contract in the futures market, [he] establishes the price and ensures a supply to meet his commitment, without paying holding costs other than those built into the price. 8, record 32, English, - buying%20hedge

1, record 32, French, - contrepartie%20d%27achat

Because of significant advantages, the kraft process has become established as the world's dominant pulping method. Nonetheless, the process also has some severe shortcomings.... Two add-on technologies date from pre-1970, the polysulfide process(used commercially on a limited basis) and the H2S pretreatment process(demonstrated at the pilot plant level). Both methods are successful in providing significant increases in pulp yield, up to 7% on dry wood. Unfortunately, both methods are associated with increased concentration of sulfur in the chemical cycle, which exacerbates the odor problem. Additionally, both methods require further processing steps that increase the capital and operating costs of the pulp mill. 1, record 57, English, - polysulfide%20process

1, record 57, French, - proc%C3%A9d%C3%A9%20au%20polysulfure
