En matière de politique d'urbanisme et du logement, vont s'exprimer deux volontés, notamment : celle d'accroître sensiblement le nombre de logements sociaux et de mieux les répartir dans la ville; celle d'éliminer l'insalubrité et l'inconfort. Ceci devrait se traduire par un accroissement des préemptions de la Ville, la réservation de nouveaux terrains à des opérations sociales, des mesures pour diminuer la vacance, des contrats de modernisation des immeubles, etc...
