The ICBL was launched in October 1992 by a group of six non-governmental organizations : Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines(ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. Nous plaidons pour : L'adhésion universelle au Traité d'interdiction des mines et à la Convention sur les armes à sous-munitions; La mise en œuvre complète et le monitoring de ces deux traités; Le financement adéquat du déminage humanitaire et des programmes de sensibilisation aux risques, ainsi qu'une efficacité accrue dans ces domaines; L'assistance aux survivants, à leurs familles et leurs communautés et ce, de manière significative et durable. The main units of the AIC are : the focal plane assembly(FPA), equipped with a back-thinned illuminated CCD matrix and a front-end amplifier, provides the optical signal detection. A thermoelectric peltier cooler under the detector sets the operating point at-25°C ± 100 mK, the detection box(BD) which supplies the FPA with the necessary electrical signals to operate the CCD. It generates the clock waveforms from the VEU signals and filters the supplied voltage from the DSU, the video electronics unit(VEU) which processes the analog signal coming from the FPA, digitizes it on 12 bits before passing it on in serial processing to the science data processing subsystem(SDPSS). It also provides the DBs with the primary clock signal. The main advantage of a focused synthetic aperture is that it increases its array length over those radar signals that can be processed, and thus increases potential SAR resolution at any range. SAR focusing is a necessary process when the length of a synthetic array is a significant fraction of the range to ground being imaged, as the lines-of-sight(range) from a particular point on the ground to each individual element of the array differ in distance. These range differences, or path length differences, of the radar signals can affect image quality. In a focused SAR image these phase errors can be compensated for by applying a phase correction to the return signal at each synthetic aperture element. Besides the germination points for buds, the main body of the Mandelbrot set has still other kinds of boundary points... Unlike in the parabolic case, the boundary does not extend to the fixed point, but the dynamics of the process does not reach it either. The circles shown around the fixed point are invariant circles, i. e. if one takes an initial point on one of the circles, all iterated points will also be on it. Inside the region bounded by the Julia set, the process runs in the following way : first the point springs from smaller, peripheral buds into larger ones until it comes into the disk containing the fixed point. This disk is called a Siegel disk after the German mathematician Carl Ludwig Siegel.
