Maintenance... Adding maintenance to the equation generally results in lower total life-cycle costs than design-bid-build or simple design-build for two reasons. First, maintenance personnel are part of the proponent's value engineering process during preparation for the RFP [Request for Proposals] submission. This ensures a focus on system maintenance and minimizing life-cycle cost, in addition to engineering ingenuity. Second, a design-build-maintain contract optimizes construction costs to minimize overall life-cycle costs. The successful proponent is given the right incentives to increase the quality of construction material to reduce total life-cycle cost of the project. This benefit is maximized if the contractor maintains the vehicles, rail systems, rail infrastructure, and operates the maintenance facility. 1, record 2, English, - design%2Dbuild%2Dmaintain%20contract

4, record 10, French, - remise

These represent the quotient of the current and constant price estimates of value added in manufacturing adjusted, however, for changes in indirect taxes. Such indicators, which share the properties of the corresponding GNP deflator series for the overall economy, are best viewed in the present context as composite indicators of the cost(per unit of real value added) of all primary factors of production(including capital and "entrepreneurship", as well as labor). These indicators differ from final product prices in that they abstract from the costs of intermediate inputs obtained by the manufacturing sector from other sectors. The extrapolation beyond the most recent benchmark year is based on wholesale prices for manufactures adjusted to exclude the influence of changes in raw material prices. 1, record 13, English, - value%2Dadded%20deflators

In certain government procurements, the requirement purchase may be waived if purchasing the material domestically would burden the government with an unreasonable cost(the price differential between the domestic product and an identical foreign-sourced product exceeds a certain percentage of the price offered by the foreign supplier), if the product is not available domestically in sufficient quantity or quality, or if doing so is in the public interest. 1, record 21, French, - loi%20Achetez%20am%C3%A9ricain

Dry Storage of Spent Nuclear Fuel. Spent nuclear fuel is a highly radioactive material that is a byproduct of the fission of uranium in commercial nuclear power plants. Currently, spent nuclear fuel is stored in pools of water at most nuclear power plants. By designing equipment for spent nuclear fuel dry storage, the need for maintaining high cost pools can be eliminated. Designing efficient fuel dry storage equipment using Fluent's suite of CFD software enables reduction of costs while maintaining safety. Rooted cuttings cost more to produce, but have some advantages over cuttings in certain applications. At lower planting densities, the cost of establishment and tending can be offset somewhat, as rooted stock has more advanced top growth than cuttings. It requires less tending and is well suited for establishing lower density, higher quality plantations grown for lumber and veneer products. Deer and rodent damage is also less of a problem with larger rooted stock. Large(>1 m high) rooted cuttings are more costly to plant than smaller stock. 2, record 23, English, - rooted%20cuttings

3, record 23, French, - boutures%20racin%C3%A9es

E. I. du Pont de Nemours & Co. has developed a novel approach to gain some of the advantages of a coextruded blow-molded bottle without the cost and complexity of multiple extruders and expensive scrap reclaim systems. Only minor modification of the basic equipment is required. A barrier resin is tailored for physical blending with a base resin in much the same way that colorant is blended with a resin. However, instead of producing a homogenized mix, the barrier resin is permitted to laminate in the base resin. Several random multiple layers of barrier resin of various lengths and sizes are created. Although no single layer completely covers the entire shape and surface of the bottle, barrier is created by the "tortuous path" the permeating gas must follow. A modified nylon material is the first to be used for this approach. Applications include fuel tanks and bottles for agricultural chemicals, thinners, and solvents. 1, record 27, English, - blended%20resin

The establishment of a COMSEC organization in Canada grew out of a need to protect sensitive information transmitted by various agencies of the government, especially External Affairs, National Defence and the RCMP. Prior to 1947 cryptographic keying material was provided by the UK without cost to Canada. A distinctively Canadian code or cipher was frequently suggested, but there were no experts in the field in Canada and wartime conditions were not suitable for training such specialists. 2, record 28, English, - Canadian%20COMSEC

1, record 28, French, - programme%20COMSEC%20canadien

Paste backfill is defined as an engineered mixture of fine solid particles(with binder) and water, containing between 72% and 85% solids by weight. Particles in a paste mixture will not settle out of the mixture if allowed to remain stationary in a tank or in a pipeline. It can be placed in stopes with or without binder addition depending on the strength requirements for backfill. Improved pumping technology, environmental concerns and the need for a low cost/high strength fill in mines are driving mine operators to consider paste backfill as a tailings management and mine backfill alternative. The main advantages and disadvantages of a paste backfill system over a conventional hydraulic backfill plant are generally accepted as :... higher strengths can be achieved with an equivalent cement content; drainage of water and slimes from the fill are minimized, reducing the need for bulkhead construction and extensive drainage works. This feature also reduces maintenance on sumps and mine de-watering pumps; in some cases, unclassified tailings can be used to make paste rather than just the coarse fraction as is the case for hydraulic backfill; shorter stope cycle times can be achieved because an equivalent strength can be achieved in a shorter time with paste backfill; paste backfill systems achieve lower porosities than conventional fill thereby increasing the tonnage of material that can be disposed of underground; and, since paste backfill is deposited as a non-segregated mass of backfill(because cement particles are not displaced by the internal movements of the draining water), more predictable strength properties for the fill can be achieved. 2, record 33, English, - paste%20backfilling%20system

Paste backfilling of mines. A number of mines are installing paste fill systems to replace the current sand fill method. The justification and economies of this conversion include: higher production levels (less wait for dewatering), increased grade of ore to the mill, decrease of stope ore left as pillars, improved haulage with the removal of excess moisture, increased filling rates, and a higher strength fill with less waiting time. The unique problems associated with paste fill applications range from extremely rapid system wear to paste separation and system blockage. 3, record 33, English, - paste%20backfilling%20system

Remblayage. 2, record 33, French, - syst%C3%A8me%20de%20remblayage%20par%20p%C3%A2te

CMC Blisk Material Development and Testing. Engineers at MSFC are developing fabrication processes and designs for ceramic matrix composite(CMC) components through material and component testing, structural modeling, microscopy, and nondestructive analysis techniques. CMCs will be utilized extensively on future generation launch vehicles for propulsion systems and for vehicle hot structure. They are necessary to enable lightweight components capable of operating over a wide temperature range. These advantages translate into increased safety and lower cost compared to state-of-the-art materials. MSFC is primarily responsible for developing CMCs and transitioning them into propulsion applications such as cooled and radiation cooled flow paths, thrust chambers, integrally bladed disks(blisks) and nozzles. Hot structures for leading edge and control surface applications are also supported. 2, record 34, English, - hot%20structure

G. Cotter Enterprises, Inc. has made tremendous advancements toward a finely tuned microwelding process. Microwelding originated with the mold makers needs in mind. [Since it is an] ultra sensitive method of welding, this skill is now applied to medical parts, electronic components, sensitive finished machined surfaces, polished surfaces, and any surfaces that would not lend themselves to conventional welding. The science behind microwelding is due to the tighter control of the arc in close spaces. The less heat added to the part, the least amount of distortion will result. Minimal sink(sink marks on the material surface due to melting into the base metal) is maintained through this process. Ultimately, precision microwelds lead to less rework, which in turn assist in lower cost for machining. In fact, many microwelds can be finished by hand. 1, record 42, English, - microwelding

... the nailing of wooden shingles and slates are entirely different. The heads of slating nails should just touch the slate and should not be driven "home" or draw the slate, but left with the heads just clearing the slate hangs on the nail. The opposite is true of wooden shingles and a man used to laying this material will invariably handle slate in the same way. As a consequence the slate, held too rigidly in place, is shattered around the nail hole, or the head of the nail crushed and eventually the slate may "ride" up over the nail and be blown off in a heavy wind... The temptation to use shingle nails instead of slating nails should be discouraged, for the slight saving in cost on the entire roof cannot approach the cost of repairs which may develop as a result of this practice. 2, record 44, English, - slate%20nail

Regardless of the style, all heads can be fitted with parison programming. A parison programmer is a device that can change the gap or relationship between the head tooling die and mandrel while the parison is extruded. Thus, the wall thickness of the parison is changed and becomes ringed with sections of thinner and thicker material. These "rings" are located to correspond to specific sections of the bottle or blow-molded part where the part thickness may be too thin or too thick. For many blow-molded parts, parison programming has the potential of reducing part weight and cost while improving performance and strength. 3, record 49, English, - parison%20programming

Grading is the process of moving soil to change the form of the land. Cutting is the removal of soil and filling is the addition of soil. Shrinkage factor is the volume of soil lost after cut material is placed as fill. It is usually desirable to balance the cut and fill at a site. Exporting or importing soil is a costly operation compared to moving soil on site. The cost of moving soil at the site is about 1/6 that of importing soil and about 1/3 that of exporting soil, unless of course the export material may be sold. Another reason to avoid importing soil is to avoid complications which may result from mixing different soil types. 1, record 54, English, - balance%20the%20cut%20and%20fill
