Where the State... has strong reasons, supported by prima facie evidence, to believe that the consular bag has been used for unlawful purposes, the Ministry of Foreign Affairs... may request the consular mission concerned to open the bag in order to ascertain its contents. It shall be opened in the presence of a representative of the Ministry of Foreign Affairs and one member of the mission to which the bag belongs. Should the mission refuse the request to open the bag, then the bag must be returned to its place of origin.

The Attorney General has a unique role to play as a Minister. One part of the Attorney General' s role is that of a Cabinet Minister. In this capacity the Minister is responsible for representing the interests and perspectives of the Ministry at Cabinet, while simultaneously representing the interests and perspectives of Cabinet and consequently the Government to the Ministry and the Ministry's communities of interest. The Attorney General is the chief law officer of the Executive Council. The responsibilities stemming from this role are unlike those of any other Cabinet member. The role has been referred to as "judicial-like" and as the "guardian of the public interest".

The Ministry and the Cabinet are not always identical; not all Ministers are members of the Cabinet. For a large part of Canadian history the Cabinet and the Ministry have been the same.

Les termes «ministère» et «cabinet» sont souvent employés l'un pour l'autre, mais de fait, le ministère comprend à la fois les ministres et les secrétaires d'État. À l'origine, le conseil des ministres désignait les ministres détenant un portefeuille à titre amovible, alors que le cabinet était l'endroit mis par le premier ministre à la disposition du conseil pour ses réunions. Ministère et cabinet ne sont pas toujours interchangeables, les ministres n'étant pas tous membres du Cabinet. Mais durant une bonne partie de l'histoire du Canada, les deux termes ont désigné la même chose.
