EUMETSAT is an intergovernmental organisation created through an international convention agreed by 17 European Member States : Austria, Belgium, Danemark, Finland, France, Germany, Greece, Ireland, Italy, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, Turkey and the United Kingdom. Luxembourg will soon become the 18th Member State. These States fund the EUMETSAT programmes and are the principal users of the systems. EUMETSAT also has four Cooperating States : Slovak Republic, Hungary, Poland and Croatia. EUMETSAT's primary objective is to establish, maintain and exploit European systems of operational meteorological satellites. EUMETSAT is responsible for the launch and operation of the satellites and for delivering satellite data to end-users as well as contributing to the operational monitoring of climate and the detection of global climate changes.

This information is needed by the applicable clearing corporation for matching gross open long positions with gross open short positions for each clearing member. If the information is not stated, a client could later discover that he has both open long and open short positions for the same option series when, in fact, his intention had earlier been to close out an existing long position.

As with "mutual recognition" of goods and services, the policy is that once accredited in one EC Member State, this accreditation will be accepted throughout the Community. As with testing and certification, there exists European specification for testing laboratories(EN 45 000), drawn from the UK/ISO model. Multinational manufacturing companies such as Hewlett-Packard and Rank Xerox are already harmonizing their European bases of operation to ISO 9000/EN 29 000. Thus, their suppliers are necessarily being accredited to BS 5750/ISO 9000 as a means of remaining capable of supplying companies throughout the EC. The European equivalent of Canadian testing and certification organizations are known as "Notified Bodies", who access the responsibility of manufacturers to the regulations in European Directives. At the present time, it is not certain who will decide upon the credibility of a third-country Notified Body, although the EOTC is set to perform this task.(Europe 1992. "It is... declared to be the friendly right of each member of the League to bring to the attention of the Assembly or of the Council any circumstance whatever affecting international relations which threatens to disturb international peace or the good understanding between nations upon which peace depends". This appeal by a third state, a member of the league, will serve the same purpose of laying the facts before the world, and when the Secretary-General transmits the appeal to the Assembly or to the Council the public is... given notice of the nature of the controversy. Whenever there exists a threat of war, the Secretary-General is required upon the request of any member of the League forthwith to summon a meeting of the Council. Such a call would focus the opinion of the whole world and might help to prevent war.

Permanent missions are those residing in capitals or near the headquarters of an intergovernmental organization, such as the United Nations or a specialized agency. The 1961 Vienna Convention recognizes in art. 14 only two types of permanent mission, according to whether the head of the mission is accredited to the head of state or to the foreign minister; and of the former there are two classes: (1) ambassadors or nuncios and (2) envoys, ministers, and internuncios.
