The Office of the Senate Ethics Officer was created as a result of Bill C-4, An Act to amend the Parliament of Canada Act(Senate Ethics Officer and Ethics Commissioner) and other Acts in consequence. That bill received Royal Assent on March 31, 2004. The Office maintains close working relations with provincial and territorial Ethics Offices across the country as well as with the Office of the Ethics Commissioner who is responsible for the Conflict of Interest Code for Members of the House of Commons and the Prime Minister's Conflict of Interest and Post-Employment Code for Public Office Holders. Le Bureau du conseiller sénatorial en éthique a été créé par le projet de loi C-4, Loi modifiant la Loi sur le Parlement du Canada (conseiller sénatorial en éthique et commissaire à l'éthique) et certaines lois en conséquence. Ce projet de loi a été sanctionné le 31 mars 2004. Le Bureau entretient des relations de travail étroites avec les bureaux provinciaux et territoriaux de conseillers en éthique au pays ainsi qu'avec le Bureau du commissaire à l'éthique, qui est chargé d'administrer le Code régissant la conduite des titulaires de charge publique en ce qui concerne les conflits d'intérêts et l'après-mandat.
