The principal changes were the appointment of an ADAS [Agricultural Development Advisory Service] Management Board which included outside members with business experience and the reorganisation of the different ADAS services. Up to that time, there were four separate services-the Agriculture Service, the Land and Water Service, the Science Service and the SVS [State Veterinary Service]. In November, 1986 it was announced... that the first three would be re-organised into two new services called the Farm and Countryside Service and the Research and Development Service but no major change was made to the SVS.

The purpose of this program is to provide funding to Tribal Councils to enable them to provide advisory services to their First Nation members and also to enable Tribal Councils to delivery programs and services, subject to the agreement of the First Nation members. The Tribal Council Program(TCP) is one component of First Nation Indian Government Support Funding Programs. Introduced in 1984, this program operates under broad authorities provided by the Department of Indian Affairs and Northern Development Act and derives its legislative authorities for the activity from annual Parliamentary appropriations and Treasury Board authorities.

New Beginnings for Youth is an Ottawa based not-for-profit charitable organization serving the needs of youth since 1986. It offers a variety of programs that encourage life long learning outside of the traditional classroom. A small team of professional staff are supported by a wide range of multi-disciplined volunteers. The Health Sciences Association of British Columbia is a dynamic union representing more that 13, 000 health care and social services professionals at over 250 facilities and agencies in acute care, long-term care, and community health, including workers at child development centres and transition houses. HSA is actively involved in the fight against breast cancer. HSA members play an important role in the diagnosis, treatment and rehabilitation of breast cancer patients. In addition, since 1997 HSA has been an official sponsor of the Canadian Breast Cancer Foundation's annual Run for the Cure. Formed in 1971, HSA is governed by a constitution, and is made up of local chapters that are grouped into ten regions. Each region is represented by a Regional director, who together with the President form HSA's Board of Directors. HSA is a component of the National Union of Public and General Employees(NUPGE), and is affiliated to both the Canadian Labour Congress(CLC) and the BC Federation of Labour.

The Government of Canada has introduced a new employee relocation program for members of the Canadian Forces and of the Royal Canadian Mounted Police. The program is also applicable to excluded and non-represented employees for whom Treasury Board is the Employer and by extension to Governor-in-council appointees. The program increases the scope of relocation services available to relocated employees. It allows employees greater flexibility in the selection of services that better responds to their needs and those of their dependants while assuring that core elements of a move are provided as basic coverage. It also simplifies the administration of the relocation process.

The Interdepartmental Advisory Committee on the Chart of Accounts(IACCOA) was formed in May 1995 to advise Treasury Board Secretariat(TBS) on the Chart of Accounts, and to allow departments to help develop the policy. The IACCOA reviews each classification and revises the detailed codes. It has 13 members from departments of various size and complexity; representatives from Statistics Canada, TBS and the Receiver General(RG), as corporate users; representatives from TBS, as the organization that makes accounting and Financial Information Strategy(FIS) policies; and representatives from Public Works and Government Services Canada(PWGSC), which operates the central system. The Office of the Auditor General of Canada(OAG) also has ex-officio status on the committee, so that it can raise its concerns on a timely basis.
