... of the World Meteorological Organization. The Technical Cooperation Programme provides the vehicle for the organized transfer of meteorological and hydrological knowledge and proven methodology among Members of the Organization. Particular emphasis is placed on the development of a wide range of services(related to weather prediction, climatology and hydrology) ;on the development and operation of key World Weather Watch infrastructures; and on supporting the Education and Training Programme. There is a concentrated effort to support development that will contribute to capacity building as part of the implementation of Agenda 21.

The meteorological services in Japan were started in 1875 at the Tokyo Meteorological Observatory(TMO) established in the Ministry of Interior. TMO was given the new name, the Central Meteorological Observatory(CMO) in 1887, which was placed under control of the Ministry of Education. In 1956, CMO became an external organ of the Ministry of Transport and was renamed the Japan Meteorological Agency(JMA). JMA is reponsible for contributing to the improvement of public welfare including natural disaster prevention and mitigation, safety of transportation, prosperity of industries, and international co-operation activities.

The World Meteorological Organization Executive Council Panel of Experts on Education and Training serves as an advisory body to the Council on all aspects of technical and scientific education and training in meteorology and operational hydrology. Its specific functions include the co-ordination of activities of the WMO Technical Commissions in the field of education and training within their respective fields of competence. In addition the technical commissions and regional associations may appoint rapporteurs, or establish working groups, on education and training undertaking a significant role in the implementation and monitoring of the programme.
