Environment Canada has been making use of automated surface weather observation systems since 1969, with the installation of the MARS I(Meteorological Automatic Reporting System) generation of autostations. MARS II followed in 1975, MAPS I(Modular Acquisition Processing System) in 1979 and MAPS II in 1983. In general, these autostations observe and transmit only the basic weather parameters of pressure, temperature, humidity, and wind speed and direction, although a few have the capability to report cloud, visibility, and precipitation accumulation.

The GPCC(Global Precipitation Climatology Centre) is a central element of the Global Precipitation Climatology Project(GPCP) which was established by the WMO/ICSU [World Meteorological Organization/International Council of Scientific Unions] Joint Scientific Committee for the World Climate Research Programme [WCRP] at its Seventh Session(Lisbon, March 1986). The GPCC itself was established in August 1988 at the "Deutscher Wetterdienst"("DWD", National Meteorological Service of Germany) starting with a research and development phase. The GPCC is now going to be operational, and it is operated by the DWD as a contribution to international climate observation and research activities. The GPCC has internationally defined functions. In the future, the GPCC will act as a GCOS [Global Climate Observing System] specified global data centre for precipitation, and in this role, it will continue to participate in the GPCP, as agreed by WCRP, GCOS, and DWD. It also co-operates with WCP-Water, Global Runoff Data Centre(GRDC), UNEP-GRID Programme, and FAO Water-Department.

The synoptic code is the WMO standard method for transmitting surface weather information via communications circuits. It is universal in that there are formats for data collected in several units (for wind speed), contains no plain language information (i.e., it is entirely numeric), is always in the same format, etc. There are allowances for each individual country to include national data which are not necessarily of interest to the rest of the world. The official reference for taking the surface observation for any observer in the United States is the Federal Meteorological Handbook No. 1, published jointly by the US Departments of Commerce(NWS), Transportation(FAA), and Defense(AWS/Navy). Le code synoptique normal comprend six groupes numérotés de 0 à 5, chacun d'entre eux composé d'un code de 5 chiffres. La plupart des groupes des sections 0 à 5 commencent par un indicateur numérique et ces indicateurs sont numéroté successivement à l'intérieur de chaque section. Les indicateurs numériques identifient un groupe particulier contenant toujours les mêmes éléments atmosphériques. De ce fait, l'omission qu'elle soit accidentelle ou volontaire de chacun des groupes ne doit pas empêcher l'identification des autres groupes.
