The principal observational and experimental component of GARP [Global Atmospheric Research Programme] in which the entire global atmosphere was studied in detail for a period of one year(December 1978-November 1979) by Meteorological Services, space agencies and research institutions.

The importance of meteorology to agriculture, internationally, was probably recognized at least as early as 1735 when the Directors of European meteorological services first met to discuss meteorology on an international scale. The first reference to co-operation between meteorology and agriculture as in correspondence between the International Meteorological Organization(IMO) and certain national institutes of agriculture and forestry, seeking an exchange of meteorological information and data. A formal Commission for Agricultural Meteorology of IMO was appointed in 1913 but a meeting was delayed by the First World War. The Commission was re-constituted in 1919 and held its first meeting at Utrecht, The Netherlands, in 1923. Subsequently it held six additional meetings; the seventh and last being at Toronto in Canada 1947. Policies and programmes of this last meeting of the IMO/CAgM became the foundation of the new CAgM under WMO.

OBS

NCDC' s mission is to manage the Nations's resource of global climatological in-situ and remotely sensed data and information to promote global environmental stewardship; to describe, monitor and assess the climate; and to support efforts to predict changes in the Earth's environment. This effort requires the acquisition, quality control, processing, summarization, dissemination, and preservation of a vast array of climatological data generated by the national and international meteorological services. NCDC' s mission is global in nature and provides the U. S. climate representative to the World Meteorological Organization, the World Data Center System, and other international scientific programs. NCDC also operates the World Data Center for Meteorology, Asheville.

The Integrated Global Ocean Services System(IGOSS) is the international SYSTEM for the collection and exchange of ocean data(such as temperature and salinity) and the preparation and dissemination of oceanic products and services. IGOSS is coordinated jointly by the Intergovernmental Oceanographic Commission(IOC) of the United Nations Educational, Scientific and Cultural Organization(UNESCO) and the World Meteorological Organization(WMO), and consists of national facilities and services provided by participating member countries who share data for mutual benefit.

Le SMISO, créé conjointement par l'OMM et la COI en 1968, est le premier système opérationnel d'observation de l'océan. Il a pour objectif de fournir la cueillette en temps réel, l'échange et le traitement des observations d'océanographie physique des couches superficielles de l'océan à partir de diverses plates-formes d'acquisition de données, dont des navires de recherche et des bouées. Les données ainsi reçues sont toujours plus nombreuses. Près de 150 navires et 450 bouées transmettant régulièrement des rapports via le Système mondial de télécommunications (SMT). Le SMISO regroupe les travaux de coopération de ses États membres, et appuie des programmes régionaux, nationaux et mondiaux.
