Responding to the United Nations Security Council resolution 1088(13 December 1996), the North Atlantic Council has authorised the NATO-led operation for an 18-month period to support the further implementation of the Dayton Peace Agreement. SFOR's mission is to provide continued military presence to deter renewed hostilities and to stabilise and consolidate the peace in Bosnia-Hercegovina in order to contribute to a secure environment for the ongoing civil implementation plans.

MONUC will be deployed in a phased manner subject to the Secretary-General' s recommendations to the security situation on the ground.

Established in 1993 under UN Security Council resolution 846, UNOMUR was given the mandate to monitor the border between Uganda and Rwanda and verify that no military assistance-lethal weapons, ammunition and other material of possible military use-was being provided across this border. While the tragic turn of events in Rwanda in April 1994 prevented UNOMUR from fully implementing its mandate, the Observer Mission played a useful role as a confidence-building mechanism in the months following the conclusion of the Arusha Peace Agreement and during UNAMIR's initial efforts to defuse tensions between the Rwandese parties and to facilitate the implementation of that agreement.

Canada's export control guidelines were adopted as a national regime consistent with our international obligations as specified by COCOM(the Coordinating Committee for Multilateral Strategic Export Controls) of which Canada had been a member since 1950. COCOM was originally intended to preserve Western technological superiority by reducing the flow of military, dual-use and nuclear technologies from Western industrial nations to the Soviet bloc and other Communist countries. COCOM was abolished on March 31, 1994, and has been replaced by a modified agreement. Named after the town of Wassenaar, outside The Hague, where five rounds of negotiations took place between 1993 and 1995, the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-use Goods and Technologies is intended to provide a framework for addressing the new security threats of the post-Cold War world.

The Treaty on Open Skies entered into force on January 1, 2002, and currently has 34 States Parties. It establishes a program of unarmed aerial surveillance flights over the entire territory of its participants. The treaty is designed to enhance mutual understanding and confidence by giving all participants, regardless of size, a direct role in gathering information about military forces and activities of concern to them. Open Skies is one of the most wide-ranging international efforts to date promoting openness and transparency of military forces and activities. The concept of "mutual aerial observation" was initially proposed by President Eisenhower in 1955; the treaty eventually signed was an initiative of President(and former Director of Central Intelligence) George H. W. Bush in 1989. Negotiated by the then-members of NATO and the Warsaw Pact, the agreement was signed in Helsinki, Finland, on March 24, 1992. The United States ratified it in 1993.

The agreement lays out over-arching responsibilities and obligations for both Canada and the UK [United Kingdom]. It also guides all subsequent arrangements outlining the terms and conditions on British Armed Forces training at individual Canadian Forces bases... Under the BATIC Agreement, the UK is required to pay proportionate and appropriate costs for any environmental clean-up and site restoration, as well as the clearance and disposal of unexploded ordinance. This agreement will remain in force indefinitely, unless terminated by one party.

On July 3, 1993, President Aristide and General Cedras reached an agreement on the Haitian crisis. Under the Governors Island Agreement, President Aristide was to return to Haiti by October 30, 1993, and the leadership for the Haitian police and military were to retire. The Agreement also called for the assistance of the United Nations to assist in modernizing the armed forces and establishing a new police force in Haiti.

A state may grant a right of exclusive use over a part of its territory to another state, retaining sovereignty, but conceding the enjoyment of the liberties of the territorial sovereign. Such a grant may be described as a "lease"... these grants do constitute privileges, and in principle their incidence depends on the consent of the territorial sovereign. In most cases where military and naval bases have been established by agreement the result is more akin to a contractual licence than it is to an interest in land in the English sense.
