There are still flaws remaining in the structure composing the Alliance that threaten the relevance of the institution and its operational functions in the execution of the expeditionary military engagements necessary for forward defense. These limitations will impact future deployments, but in the aftermath of the transatlantic rift, the on-going military operations, and the ever-present threat of transatlantic terrorism encourage an atmosphere of cooperation. If the Allies chose to continue this reconciliation, NATO has the potential to serve a premier role in international security and in a forward defense of Europe... 2, record 4, English, - forward%20defence

The squeeze created by limited financial resources on the one hand and spiraling costs on the other spawned other proposals for strengthening NATO's conventional forces at little or no additional expense, which became collectively known as rationalization, standardization, and interoperability(RSI). These proposals, which included a wide range of possible measures, all involved improving the coordination of national defense programs in the service of overall alliance military requirements through greater cooperation and long term planning. RSI seemed to have tremendous potential benefits. 2, record 14, English, - rationalization%2C%20standardization%2C%20and%20interoperability

1, record 17, French, - Australia%2C%20New%20Zealand%2C%20United%20States%20Security%20Treaty

The new NATO strategic concept is based on a significantly diminished forward presence and a minimal nuclear capability. It puts a premium on the maintenance of sufficient, flexible and highly mobile standing forces throughout the Alliance; available, well-trained, suitably equipped and sufficiently large military reserves; and the means to ensure a timely flow of supplies and reinforcements across the Atlantic in a crisis. It also requires enhanced Alliance political cohesion. 1, record 26, English, - political%20cohesion

1, record 26, French, - coh%C3%A9sion%20sur%20le%20plan%20politique
