[National Defence Act (NDA)] Section 275 states: "The Canadian Forces, any unit or other element thereof and any officer or non-commissioned member, with materiel, are liable to be called out for service in aid of the civil power in any case in which a riot or disturbance of the peace, beyond the powers of the civil authorities to suppress, prevent or deal with and requiring that service, occurs or is, in the opinion of an attorney general, considered as likely to occur."

In Canada, there is a distinction made between "aid to the civil power" and "assistance to civil authorities. "The former expression refers to military aid provided to the provincial police forces to restore and maintain law and order. The latter encompasses all other forms of assistance the military gives to the civil community. Examples include search and rescue operations, counter-terrorism response, emergencies(natural and man-induced), fisheries and border protection, humanitarian assistance, counter-drug operations, arms smuggling, illegal immigrants, environmental surveillance and special events.

Established in 1993 under UN Security Council resolution 846, UNOMUR was given the mandate to monitor the border between Uganda and Rwanda and verify that no military assistance-lethal weapons, ammunition and other material of possible military use-was being provided across this border. On April 27, 2004, Canada's new National Security Policy was unveiled. The Policy announced that there would be an allocation of funds from the International Assistance Envelope to create a Counter-Terrorism Capacity Building(CTCB) Program to be administered by Foreign Affairs Canada. The Program will be managed interdepartmentally to ensure a whole-of-government approach to this assistance. The International Military Sports Council, known by its acronym "CISM", is an international sports association composed of the armed forces of member nations accepted by the General Assembly. CISM is open to the armed forces of all nations. The aims of CISM are to develop friendly relations between the Armed Forces of member nations, promote physical education and sports activities, provide mutual technical assistance, support less privileged members in the name of friendship and solidarity, contribute towards the balanced and harmonious development of military personnel, and contribute to the international effort for universal peace. On May 1946, the Allied Forces Sports Council was set up, namely by Colonel Debrus and Major Mollet who were among the founding fathers of CISM two years later. Unfortunately, because of political discord, the Allied Forces Sports Council was extinguished in 1947. However, the ideal was rekindled the following year with the founding of CISM and the rise of a global vision.

Chaired by the Department of National Defence, the MASC is now composed of regional desk officers from DND's Director General of International Security Policy, representatives from Foreign Affairs Canada and from other departments as needed. The committee monitors the efficiency, the relevance, and the delivery of the Military Training Assistance Program(MTAP) to countries approved by the Minister of Defence and the Minister of Foreign Affairs within allocated financial parameters.

In Canada, there is a distinction made between "aid to the civil power" and "assistance to civil authorities". The former term refers to military aid provided to the provincial police forces to restore and maintain law and order. The latter term encompasses all other forms of assistance the military gives to the civil community. Examples include search and rescue operations, counter-terrorism response, emergencies(natural and man-induced), fisheries and border protection, humanitarian assistance, counter-drug operations, arms smuggling, illegal immigrants, environmental surveillance and special events.

South Africa had controlled Namibia, which it called Southwest Africa, since defeating the German colonizers during the First World War. Starting in the early 1970s, a low-level guerrilla war had been waged against the South Africans by the Southwest Africa People's Organization(SWAPO). In 1988, South Africa had decided to grant the territory its independence, and the UN prepared to oversee the transition process. The United Nations Transition Assistance Group(UNTAG) involved approximately 4, 500 military and civilian observers from over 50 of the UN member countries. The purpose of UNTAG was to conduct a year-long preparation for the country's independence elections, and then monitor those elections in November 1989. When independence was proclaimed in March 1990, UNTAG ceased operations.

On July 3, 1993, President Aristide and General Cedras reached an agreement on the Haitian crisis. Under the Governors Island Agreement, President Aristide was to return to Haiti by October 30, 1993, and the leadership for the Haitian police and military were to retire. The Agreement also called for the assistance of the United Nations to assist in modernizing the armed forces and establishing a new police force in Haiti.
