Borrowing in wartime makes good sense, to cope with the heavy government spending that military action demands.... Taxes went up-but could not rise nearly enough to balance the budget if people were still to be willing to work for the war effort. The price of "tax smoothing" during wartime is big public sector debt burdens, which impose a cost in future years of servicing these debts.
