2, record 1, French, - Campagne%20nationale%20du%20coquelicot

Borrowing in wartime makes good sense, to cope with the heavy government spending that military action demands.... Taxes went up-but could not rise nearly enough to balance the budget if people were still to be willing to work for the war effort. The price of "tax smoothing" during wartime is big public sector debt burdens, which impose a cost in future years of servicing these debts. 1, record 2, English, - tax%20smoothing

1, record 2, French, - lissage%20des%20imp%C3%B4ts

Because of this foreign debt situation the government can only achieve the trade surplus by restricting imports through the awarding of import permits and foreign exchange allotments. At this point the civilian government has not granted the military all necessary approvals and any increase in price could jeopardize the finalization of the currency permit for US dollars to pay for the deal. 1, record 3, English, - currency%20permit
