The term "peaceful uses of outer space" appears in official government statements and multilateral treaties. However, the examination of the state practice leads to the conclusion that this term is still without an authoritative definition. It is a source of considerable confusion and creates a legal grey area. The widely accepted interpretation of this key term of space law prior to the begin of space age, namely that "peaceful" means "non-military, "was soon contradicted by the practice of two space powers. In the period between 1957 and the adoption of the Outer Space Treaty in 1967, these two powers had placed into orbit a number of military payloads and had come increasingly dependent on space technology in their military planning. The format of what would become the Shearwater International Air Show or SIAS began to crystallize in 1981. Obviously, it could not compete with bigger shows playing to larger population centres. So, if the biggest was not possible, SIAS aimed to be the best. The show's search for excellence was rewarded by many successes; air displays equaling any in the country and over 75 different static aircraft from as many as seven countries. In addition, over 80 high-quality ground exhibits were displayed, including such as an Iraqi Scud missile and the weapon which brought it down, the US Army's Patriot System. Efforts to raise the Nova Scotia International Air Show(NSIAS) from the ashes were unsuccessful in 1996, but a few dedicated believers took on the task to try again for 1997 and were more than rewarded for their efforts. NSIAS 97 was a co-production of the three levels of government, the private sector and the military in the Atlantic Region. A lot of hard work, negotiations and good will produced a first class show that had all the trade marks of past SIAS events and then some. DRDC Valcarter is a major Canadian military research station in Quebec, one of seven centres making up Defence Research and Development Canada (DRDC). Originally formed at the end of World War II in 1945 as the Canadian Armament Research and Development Establishment (CARDE), the intent was to keep the research teams built up during the war in Canada, as opposed to moving to the United States. Starting in 1951 CARDE implemented a major missile development program, eventually delivering two combat systems, the Velvet Glove air-to-air missile and the Heller anti-tank rocket. For those unfamiliar with these terms, a double dip occurs when a former MP, who is receiving a political pension, accepts a second paycheque from the public purse for a government job. Double-dipping is to be forbidden under reforms to the MPs’ pension plan announced in February by Treasury Board president Art Eggleton. But the reverse dip wasn’t mentioned in those reforms. This dip is more insidious because it's largely hidden. It occurs when sitting MPs accept parliamentary pay($64, 400 in salary, plus a $21, 300 tax-free allowance) and also quietly collect pensions from previous public service.
