... software defined radio(SDR) is a technology capable of configuring a wireless device to work with any communications system, be it a cellular phone, a pager, a WI-FI transceiver, an FM or AM radio, a satellite communications terminal and even a garage door opener... And more importantly, the same technology can facilitate interoperability among the communications systems used by military, police and rescue-relief teams, who currently cannot always communicate with each other, even sometimes in critical, life-threatening situations because of incompatible radio systems.

The squeeze created by limited financial resources on the one hand and spiraling costs on the other spawned other proposals for strengthening NATO's conventional forces at little or no additional expense, which became collectively known as rationalization, standardization, and interoperability(RSI). These proposals, which included a wide range of possible measures, all involved improving the coordination of national defense programs in the service of overall alliance military requirements through greater cooperation and long term planning. RSI seemed to have tremendous potential benefits.
