In preparation for a peace-keeping mission in Cambodia(United Nations Transitional Authority in Cambodia(UNTAC)), the Secretary-General suggested the creation of a UN advance mission to help maintain the cease-fire previously established. This advance mission, consisting of mainly military liaison officers, was to become operational as soon as the Paris Agreements, a comprehensive political settlement of the Cambodia conflict, were to be signed. The mission officially began in November 1991 and its mandate was later expanded to undertake major de-mining efforts to assure the safe repatriation of Cambodian refugees.

En vue de la mission de maintien de paix au Cambodge (Autorité provisoire des Nations Unies au Cambodge (APRONUC)), le Secrétaire général a suggéré qu'une mission préparatoire de l'ONU soit mise sur pied pour aider à maintenir le cessez-le-feu en vigueur. La mission préparatoire, qui se composait principalement d'officiers de liaison, devait devenir opérationnelle dès que les Accords de Paris, le règlement politique global du conflit au Cambodge, seraient signés. La mission a officiellement commencé ses opérations en novembre 1991. Son mandat a par la suite été élargi pour lui permettre d'entreprendre d'importantes activités de déminage afin que les réfugiés cambodgiens puissent être rapatriés sans danger.
