Jus in bello, also referred to as international humanitarian law (IHL), applies to all warring parties irrespective of the reasons for the conflict. It does not speak to whether or not the cause of war is just. Instead, this body of law seeks to protect war victims and their fundamental rights, no matter to which party they belong. 4, record 6, English, - international%20humanitarian%20law
Record number: 6, Textual support number: 2 CONT
Necessity and proportionality have always been core principles of both branches of the jus belli principles that apply to both the authority to employ military force and the regulation of actual employment. However, in the jus ad bellum context, they have never before been viewed as principles to regulate operational and tactical execution. Instead, in that context they frame the legality of national or multinational resort to military force in self-defense. Once the decision is made to employ force pursuant to this authority, the jus in bello variant of these principles(necessity of the mission and proportionality of collateral damage) operate to regulate the application of combat power during mission execution(in other words, they provide the foundation for the regulation of the application of combat power in the context of the self-defense-justified mission). 5, record 6, English, - international%20humanitarian%20law

Established in 1993 under UN Security Council resolution 846, UNOMUR was given the mandate to monitor the border between Uganda and Rwanda and verify that no military assistance-lethal weapons, ammunition and other material of possible military use-was being provided across this border. While the tragic turn of events in Rwanda in April 1994 prevented UNOMUR from fully implementing its mandate, the Observer Mission played a useful role as a confidence-building mechanism in the months following the conclusion of the Arusha Peace Agreement and during UNAMIR's initial efforts to defuse tensions between the Rwandese parties and to facilitate the implementation of that agreement. 1, record 37, English, - United%20Nations%20Observer%20Mission%20Uganda%2DRwanda

After the signing of the Paris Agreements on 23 October 1991, UNTAC was established and replaced United Nations Advanced Mission in Cambodia(UNAMIC). The mission consisted of 7 distinct components : human rights, electoral, military, civil administration, civilian police, repatriation and rehabilitation. Although each component had specific roles, UNTAC' s main task was to hold a free and fair election in Cambodia and to give its people the tools to build a stable and peaceful future. On 4 November 1993, the Security Council noted that the goal of the Paris Agreements had been reached with the conclusion of the UNTAC' s mission. 4, record 38, English, - United%20Nations%20Transitional%20Authority%20in%20Cambodia

The SEM subsystem consists of four instruments used for in situ measurements and monitoring of the near-earth (geostationary altitude) space environment and for observing the solar X-ray output. An energetic particles sensor (EPS) and high energy proton and alpha detector (HEPAD) monitor the incident flux density of protons, alpha particles, and electrons over an extensive range of energy levels. Solar output is monitored by an X-ray sensor (XRS) mounted on an X-ray positioning platform, fixed on the solar array yoke. Two redundant three-axis magnetometers, mounted on a deployed 3-meter boom, operate one at a time to monitor Earth’s geomagnetic field strength in the vicinity of the spacecraft. The SEM instruments are capable of ground command-selectable, in-flight calibration for monitoring on-orbit performance and ensuring proper operation. 3, record 54, English, - space%2Denvironment%20monitor

The Space Environment Monitor(SEM) measures in situ the effect of the Sun on the near-earth solar-terrestrial electromagnetic environment, providing real-time data to the Space Environment Services Center(SESC). The SESC, as the nation's "space weather" service, receives, monitors, and interprets a wide variety of solar-terrestrial data, and issues reports, alerts and forecasts for special events such as solar flares or geomagnetic storms. This information is important to the operation of military and civilian radio wave and satellite communication and navigation systems, as well as electric power networks, and to the mission of geophysical explorers, Shuttle and Space Station astronauts, high-altitude aviators, and scientific researchers. 3, record 54, English, - space%2Denvironment%20monitor

In 1965, India and Pakistan again went to war over disputed territory. Initially, the United Nations Military Observer Group in India and Pakistan(UNMOGIP) was expected to separate the forces and observe any ceasefire arrangement. But the fighting spread beyond UNMOGIP's area(the state of Jammu and Kashmir), and a second force, the United Nations India-Pakistan Observation Mission(UNIPOM), had to be created solely to supervise the ceasefire along those additional border regions. India and Pakistan then agreed to stop fighting and began to withdraw their soldiers. Early in 1966, all withdrawals were complete and UNIPOM's mission ended, which again left UNMOGIP as the only observer mission in the area. 2, record 63, English, - United%20Nations%20India%2DPakistan%20Observation%20Mission

2, record 63, French, - Mission%20d%27observation%20des%20Nations%20Unies%20pour%20l%27Inde%20et%20le%20Pakistan
