MILITARY PAY [22 records]

Record 1 2020-07-29

English

Subject field(s)
  • Military Organization
CONT

... form of military commission formerly used in the [United States(U. S.) ] and British armies. Under the system in which an officer was customarily promoted within his regiment or corps, a brevet conferred upon him a rank in the army at large higher than that held in his corps. Frequently it carried with it the pay, right to command, and uniform of the higher grade. In the United States especially, brevet rank was widely bestowed as a reward for outstanding service; it became the subject of extensive confusion and controversy during the American Civil War. After 1865, U. S. brevet rank was gradually stripped of its benefits, and officers were rewarded instead by decorations.

OBS

Brevet ranks or similar commissions were used in other militaries and did not always confer the authority, precedence or pay of the higher rank.

It apparently served as an individual pay and personnel record, not as an instructional manual or handbook. Administrative aspects of the 1835 Soldier's Book can be traced in U. S. War Dept General Orders No 10, 1835; No 11, 1837; Nos 26, 54 and 60, 1839; and No 30, 1844. General Order 15 of 1845(not on file) ended its use.

a situation allowing members of Parliament to benefit from reverse double-dipping.

CONT

For those unfamiliar with these terms, a double dip occurs when a former MP, who is receiving a political pension, accepts a second paycheque from the public purse for a government job. Double-dipping is to be forbidden under reforms to the MPs’ pension plan announced in February by Treasury Board president Art Eggleton. But the reverse dip wasn’t mentioned in those reforms. This dip is more insidious because it's largely hidden. It occurs when sitting MPs accept parliamentary pay($64, 400 in salary, plus a $21, 300 tax-free allowance) and also quietly collect pensions from previous public service. The pensions may derive from a stint as a provincial MLA, or jobs in the public service or the military.
