South Africa had controlled Namibia, which it called Southwest Africa, since defeating the German colonizers during the First World War. Starting in the early 1970s, a low-level guerrilla war had been waged against the South Africans by the Southwest Africa People's Organization(SWAPO). In 1988, South Africa had decided to grant the territory its independence, and the UN prepared to oversee the transition process. The United Nations Transition Assistance Group(UNTAG) involved approximately 4, 500 military and civilian observers from over 50 of the UN member countries. The purpose of UNTAG was to conduct a year-long preparation for the country's independence elections, and then monitor those elections in November 1989.
