South Africa had controlled Namibia, which it called Southwest Africa, since defeating the German colonizers during the First World War. Starting in the early 1970s, a low-level guerrilla war had been waged against the South Africans by the Southwest Africa People's Organization(SWAPO). In 1988, South Africa had decided to grant the territory its independence, and the UN prepared to oversee the transition process. The United Nations Transition Assistance Group(UNTAG) involved approximately 4, 500 military and civilian observers from over 50 of the UN member countries. The purpose of UNTAG was to conduct a year-long preparation for the country's independence elections, and then monitor those elections in November 1989. When independence was proclaimed in March 1990, UNTAG ceased operations.

En 1988, l'Afrique du Sud a décidé d'accorder l'indépendance à ce territoire, et l'ONU s'est préparée à superviser le processus de transition. Le Groupe d'assistance des Nations Unies pour la période de transition (GANUPT) faisait intervenir quelque 4 500 observateurs militaires et civils représentant plus de 50 pays membres de l'ONU. Le mandat du GANUPT était de procéder pendant un an aux préparatifs nécessaires aux élections qui aboutiraient à l'indépendance du pays, puis de surveiller le déroulement de ces élections, en novembre 1989. Lorsque l'indépendance a été proclamée, en mars 1990, le GANUPT s'est retiré.

In preparation for a peace-keeping mission in Cambodia(United Nations Transitional Authority in Cambodia(UNTAC)), the Secretary-General suggested the creation of a UN advance mission to help maintain the cease-fire previously established. This advance mission, consisting of mainly military liaison officers, was to become operational as soon as the Paris Agreements, a comprehensive political settlement of the Cambodia conflict, were to be signed. The mission officially began in November 1991 and its mandate was later expanded to undertake major de-mining efforts to assure the safe repatriation of Cambodian refugees.

En vue de la mission de maintien de paix au Cambodge (Autorité provisoire des Nations Unies au Cambodge (APRONUC)), le Secrétaire général a suggéré qu'une mission préparatoire de l'ONU soit mise sur pied pour aider à maintenir le cessez-le-feu en vigueur. La mission préparatoire, qui se composait principalement d'officiers de liaison, devait devenir opérationnelle dès que les Accords de Paris, le règlement politique global du conflit au Cambodge, seraient signés. La mission a officiellement commencé ses opérations en novembre 1991. Son mandat a par la suite été élargi pour lui permettre d'entreprendre d'importantes activités de déminage afin que les réfugiés cambodgiens puissent être rapatriés sans danger.
