Land mines are a fundamental impediment to post-conflict reconstruction and development. Yet, mine action programs which focus narrowly on eliminating or limiting the devastating impacts of these weapons, risk over looking the complex peace building and developmental needs of countries infected by land mines. To be effective, mine action programs require a greater understanding of the socio-economic impacts of land mines as well as a longer-term and coordinated strategy among key actors working in this field. Les mines terrestres sont un obstacle fondamental au processus de reconstruction et de développement après-guerre. Cependant, tout programme de lutte contre les mines qui se concentre trop étroitement sur l'élimination ou la limitation des effets dévastateurs de ces armes risque de ne pas tenir compte des besoins complexes associés au processus de consolidation de la paix et de développement des pays infestés par ces engins. Pour être réellement efficace, tout programme antimines doit s'assortir d'une meilleure compréhension des impacts socio-économiques des mines terrestres ainsi que d'une stratégie à long terme coordonnée entre les différents acteurs clés qui œuvrent dans le domaine. À ce jour, le PAM s'est concentré sur l'amélioration de l'efficacité de la recherche et de la politique antimines en Afrique australe, en particulier en Angola et au Mozambique.
