The WAF has been developed by signatories to the London Convention, 1972, including Canada. It has two main features. First, it places new emphasis on progressively reducing the need to use oceans for waste disposal. This is consistent with the principle of pollution prevention and the goal of waste reduction advanced by the Government of Canada and in Agenda 21 of the 1992 United Nations Conference on Environment and Development. Secondly, it provides a scheme to integrate into a single process many factors for determining whether or not ocean disposal is the environmentally preferable and practical method for waste disposal.
