Reconstruction : HUD [United States Department of Housing and Urban Development] guidelines regarding reconstruction are as follows : The regulation defines reconstruction as the rebuilding of housing on the same foundation. Therefore, the foundation must be used, if possible. The Dominion Observatory was founded for very pragmatic reasons. The objective was to have a longitude reference (with associated time signal) for surveying in Canada: "To open up the West". Surveyors in the field would compare the time signal of the Dominion Observatory with their local time determined by astronomical observations - the difference corresponding to longitude difference between Canada’s prime meridian (Dominion Observatory) and their location. The Dominion Observatory was an astronomical observatory in Ottawa, Canada that operated from 1905 to 1970. The Observatory was also an institution within the Canadian Federal Government. The observatory grew out of the Department of the Interior's need for the precise coordinates and timekeeping that at that time could only come from an observatory. For several years they had used a small observatory on the Ottawa River for this purpose. In 1902 it was decided that Canada needed a larger national observatory similar to the Royal Greenwich Observatory in Britain. The new building was thus erected near Dow's Lake on the Agriculture Department's Central Experimental Farm land. This building was completed in 1905. Its main instrument was a 15 inch refracting telescope, the largest refracting telescope ever installed in Canada. While the building and institution were primarily dedicated to astronomical timekeeping in support of surveying, a number of other activities took place here. The Dominion Observatory was Canada's leading institution in Geophysics for many decades, which included the operation of Canada's national seismometer network. The Justice Annex is a building just north of the Supreme Court of Canada and west of Parliament Hill in Ottawa, Canada. Built in 1940 it is the last surviving representative of many similar temporary buildings erected during the Second World War to house the rapidly growing number of government employees. This building was built to house Royal Canadian Mounted Police(RCMP) officers. It later became the headquarters of C. D. Howe's Department of Munitions and Supply. The Hydro/AECL design team met this challenge by introducing a highly innovative containment concept-what was to become known as the negative pressure containment system. Central to the system is a large reinforced concrete building operated at a high level of vacuum(hence, the name "vacuum building"). This building is linked to the individual reactor buildings via a duct system and a number of parallel isolating valves. These valves are normally closed, permitting the reactor buildings to operate at normal atmospheric pressure. Should an accident arise, leading to a pressure rise in a reactor building, this pressure rise will actuate the isolating valves, thereby opening a flow path from the reactor building to the vacuum building. The ball-flower is a decorative detail in stone masonry that came to Britain with the Normans. Ball-flowers are unique; no two are identical. They were carved largely freehand, often quite crudely, and so are as individual as the mason's own handwriting. Though based on a standard pattern of three petals surronding a central ball, some rogue four-petalled examples occur.
