L'idée d'organiser des Jeux Olympiques revient au comte Clary et au marquis de Polignac, tous deux représentants français au CIO [Comité International Olympique]. Ils soumettent l'idée en 1921. La question est débattue en juin 1921 à l'occasion du congrès de Lausanne, et le CIO se prononce pour l'admission des sports d'hiver à la famille olympique.
