In 1992, the federal government moved to modify the Patent Act by introducing Bill C-91, the Patent Act Amendment Act, 1992, in the House of Commons. The Patent Act Amendment Act, 1992 eliminated compulsory licenses for pharmaceutical products[, and] created two exceptions to an action for patent infringement … by permitting persons to use a patent for certain purposes before the patent expires.
