Patent trolls are... entities, including individuals and companies, that collect patents for the purpose of extracting high licensing fees from unsuspecting entrepreneurs and companies in the fields of technology and business.... A classic "trolling" situation is one in which a troll obtains a patent covering a small improvement on an existing technology and then obtains claims that seemingly encompass more than the small improvement. The troll then investigates the relevant industry and finds companies whose activities are arguably within the scope of the patent claims and then threatens the companies either to pay licensing fees or be sued for infringement. 2, record 1, English, - patent%20troll

... the term "state of technology"(a standard term used in licences) is a dynamic concept and both the availability and the economic feasibility of the technology become issues. Dr. Rainer HAMM(Rechtsanwalt)(defence attorney) commented that there is a sensitive major tax on waste water. Those who have a licence to use a river to pollute have to pay a fee depending on the degree of pollution. The waste water effluent fees are quite effective to minimize pollution.... Large corporations also have high incentive to develop technology. It is they who develop technology. While universities can and do develop standards, they cannot build technology and compare standards. That can only be done by industry itself. Thus it is the industry which makes the law by defining the standards of technology. They are motivated to do so by the new device, popular in the United States, known as "technology forcing. "Dr. HAMM was however sceptical of using criminal law to pursue dynamic concepts. If you include a state of technology that can change any time and then punish someone for not having fulfilled the state of technology, then you blur the distinction between what is criminal and what is not criminal. 2, record 6, English, - technology%20forcing

The first step in the development method is to lay out the most economically feasible subdivision plan and estimate the gross income from the sale of the lots, as if the tract were fully subdivided and sold. From the anticipated gross revenues, the next step is to deduct the total cost of development : the cost of installing streets and utilities, the expense of marketing the lots, interest charges on money borrowed, the cost of administration; professional fees, taxes, overhead, and the developer's profit for undertaking the venture. The balance is presumed to be the value of the raw land-the price which a developer would likely pay for the tract "as is", to be used for subdivision purposes. 1, record 8, English, - development%20method

Retailers and manufacturers bind themselves to a code of conduct which provides for the replacement of child labour with adult labour and the provision of educational resources for former child workers. Signatories pay licensing fees to the Foundation which employs monitors to conduct inspections to ensure compliance with the code. Signatories must allow access to all loons for unannounced inspections bu these monitors. Signatories who pass their inspections can affix the Rugmark label, a smiling carpet, to their products. Since 1994 more than 260, 000 rugs certified with labels have been exported to Germany which accounts for more than 30% of the market. 1, record 14, English, - Rugmark%20label

Making calls to your friends and family through your normal telephone is becoming obsolete. It is now the norm for people to talk to their friends and family with instant messaging services such as Yahoo, AOL, and MSN. Another version of using your computer to communicate is using VoIP(Voice over Internet Protocol) [, i. e. ] a class of hardware and software that allows people to use the Internet for making telephone calls. One of the many advantages of this type of service is no surcharge. The amount you pay for this service is included in your monthly Internet fees. AOL is coming out with a new "Total Talk VoIP" that is to replace AOL Internet Phone. The difference being that with AOL Internet Phone it was available exclusively for those who were members of AOL. With Total Talk VoIP, broadband users throughout American and Canada will enjoy the convenience offered by AOL. 1, record 15, English, - Total%20Talk

6, record 26, French, - frais%20de%20pr%C3%A9sentation

A blend of fee and rebate, this is an idea that seeks to improve energy efficiency and reduce pollution. For example, when you bought a new car, you would pay an extra fee if it were energy-efficient user of fuel, or alternatively get a rebate if it were energy-efficient. The neutral point would be set so that fees and rebates balanced, so it became neither an inflationary measure nor a disguised tax. 2, record 27, English, - feebate

The term is mainly to be found in the USA; it has been around since the early 1990s at least (it appeared in Bill Clinton’s 1992 campaign literature), and under this name. Initiatives that penalise heavy users (gaz-guzzler taxes, for example) strictly aren’t freebate schemes, as there’s no rebate element; others, like the British licence-tax reductions for small cars, should equally fall outside its scope, as there’s no explicit balancing penalty. But most environmentalists seem to use the term loosely to mean any tax or charge that is scaled to encourage economy; the word is still mostly to be found in the jargon of such groups. 2, record 27, English, - feebate

He... explained the green space fees were used dominantly either for acquisition of land or development of existing park areas. Mr. Waite explained the Parks Board was also recommending a change in the method of collection of such fees. He pointed out that, in large scale developments, the developer was required to pay the fee in three installments upon approval of final plat and within two years thereafter. Enhanced feepayers are EI [Employment Insurance] claimants or other insured participants who seek financial assistance for the period they will be in training but pay the tuition fees themselves. Feepayers are EI claimants who are authorized to be considered available for work and therefore maintain their eligibility to their EI benefits while they are on training, until the benefit period ends, and who are not requesting any financial assistance from HRDC to pay their tuition fees or for any additional cost associated with taking training. Fisheries and Oceans Canada. Fish and fish products imported into Canada are inspected to prevent the marketing of unsafe, unwholesome or mislabled products. Increased inspection effort is directed at foreign processors which have demonstrated a history of poor compliance with Canadian standards. The costs of the Import Inspection Program are partially recovered. Importers must obtain an import licence and are also required to pay an inspection services fee for each shipment of fish imported plus examination fees for products that have a history of non-compliance. 1, record 42, English, - Import%20Inspection%20Program

1, record 42, French, - Programme%20d%27inspection%20des%20importations
