CONT

Drug approval refers to a process that is under the jurisdiction of the Therapeutics Products Program, a division of Health Canada that reviews the safety and efficacy data for each new drug submission. If a new drug submission is found to be acceptable on the basis of clinical trial efficacy and toxicity data, the Therapeutics Products Program issues a notice of compliance and the associated product labelling. The drug is then approved and may be prescribed by physicians and dispensed by pharmacies in Canada. However, such approval does not mean that provincial drug plans or other third-party payers will pay for the approved drug. The decision regarding who pays is made by each province.

DEF

Any authority of Parliament to pay money out of the Consolidated Revenue Fund granted on a continuing basis and normally provided by statutes other than appropriation acts.

CONT

Do not use non-budgetary or statutory appropriations to offset budgetary items.

OBS

The term "vote" is commonly used in the sense of "appropriation". Strictly speaking, a vote becomes an appropriation only when the Appropriation Act in which it is contained receives royal assent.

OBS

Statutory appropriation: Officially approved by the Management Committee for the BCF (budgetary, accounting and finance) Glossary. Use of this term is mandatory in Canadian government texts.

OBS

When enacting other statutes, Parliament often grants authority to departments to make the expenditures necessary under those statutes. Such continuing authorities, known as "statutory appropriations", are for specific purposes, are non-lapsing, and are for such amounts and for such time as the specific statute provides, or the authority continues indefinitely until the relevant statute is amended by Parliament.

DEF

The New York Mercantile Exchange(NYMEX) is the world's largest physical commodity futures exchange located in New York City. Its two principal divisions are the New York Mercantile Exchange and the New York Commodities Exchange(COMEX) which were once independent companies but are now merged. The New York Mercantile Exchange, Inc. is currently a large private company. The New York Mercantile Exchange handles billions of dollars worth of energy products, metals, and other commodities being bought and sold on the trading floor and the overnight electronic trading computer system. The prices quoted for transactions on the exchange are the basis for prices that people pay for throughout the world. In 1933, the COMEX was established through the merger of four smaller exchanges : the National Metal Exchange, the Rubber Exchange of New York, the National Raw Silk Exchange, and the New York Hide Exchange. On august 3, 1994, the NYMEX and COMEX finally merged under the NYMEX. Now, the NYMEX operates in a state of the art trading facility and office building with two trading floors in the World Financial Center in downtown Manhattan.

DEF

A licence where only the licensee and licensor have the right to exploit the licensed intellectual property.

CONT

A sole licence is one in which the patentee does not himself abstain from manufacture. Such licences are not therefore very common since the patentee will usually either wish to maintain his monopoly and satisfy the market by his own manufacture or get out and leave it to his licensee. On the other hand a licensee is often not interested in paying an entrance fee to be one of a crowd, so to speak, but is prepared to pay for the privilege of running in double harness with the patentee and from the patentee's point of view discretion may be the better part of valour if he is confronted by a powerful and reluctant competitor who is prepared to settle on this basis. For these and other reasons the sole licence is rare but is sometimes a way out of a difficulty.

CONT

A sole license allows you and only one licensee to make, use or sell your idea, and prohibits you from granting any other licenses for that idea.

Une licence peut également être unique (sole licence). Une licence unique, tout comme une licence exclusive, empêche le propriétaire d'accorder d'autres licences, mais ce propriétaire conserve le droit d'intenter des recours à l'encontre des tiers contrefacteurs.
