Public Health Agency of Canada. The Mental Health Promotion Unit(MHPU) was created in 1995 as the focal point of Health Canada's effort to maintain and improve positive mental health and well-being for the Canadian population. In 2001, mental health service-related functions of the former Health Systems Division(HPCB) were incorporated into the Unit. The rail was originally for scopes. However, once established, the use of the system was expanded to other accessories, such as tactical lights, laser aiming modules, night vision devices, reflex sights, foregrips, bipods and bayonets. Because they were originally designed and used for telescopic sights, the rails were first used only on the receivers of larger caliber rifles. A city of the Yukon Territory and its capital since 1953, located at kilometre 1476, just off the Alaska Highway. The city lies mainly on the western side of the Yukon River, nestled in a protected valley surrounded by Canyon Mountain(locally known as Grey Mountain) to the east, Haeckel Hill to the northwest and Golden Horn Mountain to the south. Located at the head of navigation on the Yukon River, Whitehorse grew significantly by becoming a temporary stopping point--past two major obstacles on the river, Miles Canyon and the Whitehorse Rapids--for prospectors heading for Dawson(then known as "Dawson City") during the Klondike Gold Rush Years(1897-1899). In 1900, with the completion of the White Pass and Yukon Route Railway from Skagway in Alaska, to Carcross and Whitehorse in the Yukon Territory, the community grew around the point where the railway and river met, on the western side of the Yukon River. After the gold rush, Whitehorse's population dropped, but with the help of navigation and aviation companies, the British Yukon Navigation Company building riverboats and operating them to Dawson until 1954, and the British Yukon Aviation Company transporting mail, freight and passengers, the economy was kept afloat. During World War II, Whitehorse played a significant role as a key link in the north-south transportation system, hosting the Americans and Canadians in charge of expanding the air link that was the Northwest Staging Route(a series of airfields across the Northwest), building the 2300-km Alaska Highway, or constructing the Canol Pipeline from Norman Wells, N. W. T., and an oil refinery at Whitehorse. In 1950, Whitehorse was incorporated as a city. In 1953, the territorial capital of the Yukon was moved from Dawson to Whitehorse, adding the government sector to an economy made of the mining(copper, silver and lead-zinc), tourist and oil industries. Ville du Territoire du Yukon qui en est aussi la capitale depuis 1953, située au kilomètre 1476, près de la route de l'Alaska. On l'appelle communément «la ville de Whitehorse», bien qu'elle ait le statut de cité en raison de son caractère politique et historique et de l'importance de sa population. Marine biofilm : how quickly does it form? Immediately, when a surface is immersed in the sea, a conditioning film of organic molecules forms. This begins after a few seconds of immersion and is considered as molecular fouling. In the hours and days that follow, bacteria colonise the surface and micro colonies occur. These colonies spread outwards and upwards to form irregular structures. At this stage other microfouling appear, e. g. microalgae and fungi... The biofilm then matures and new species enter and grow, organic and inorganic debris is incorporated and solute gradients develop leading to a special heterogeneity.
